i want to know israel vs palestine etc they will be using radio communication so if one were living near israel, can they intercept the communication? or would it be scrambled/digital.

Yes they are; there are special van units for intercepting communications and locating and identifying the signals.

IDF mostly uses loosely couple radio network; it is primarily based on FM and either in 40Mhz or 70Mhz. HF is not deployed. Scrambling is generally not used as you can jam that particular freq or channel. instead there is an alternative technique used.

Ham radio regulations strictly forbid use of any encryption mechanism.
