Truth be told I think he miscalculated and I don't see it as him being used... A miscalculation that came at a heavy price and it stems from the BJP uprising that occured during 2016-2019ish they got drunk on their hype for awhile but eventually reality set in... How do I explain this India is a land of fantasy, romance and hope while realism can become casualty pretty quickly and that is what happened but that miscalculation was good for India because imho India won't commit another miscalculation for the next 2-3 decades to come. It was lesson learned the hard way when they ran into Pakistan in 2019 their airforce takedown and moral came down crushing while risking an all out nuclear war..

They realized that this is not fantasy but an actual WW3 extinction level existential threat risk this is what they failed to realize all that time but in 2019 it really sink in and the fact that some got so deluded they missed out on the existential threat part is low-iq on their part... Pakistan is an existential threat to India and can end it completely at the event of miscalculation which the Indians completely understand and sinked in now... The same reasons they ran into China with the same result thinking they could strong arm China but ended up losing border territories and minor annexation of Indian lands occured instead...
