Do white looking Pakistanis qualify as desi?

Lets be honest, there are many white looking Pakistanis especially in the pashtun areas, northern pakistan, Kashmir and even northern punjab. do they qualify as desi?

whenever I think of (desi) I usually think of a brown person, typically north indian

Yesterday at a mall, I saw this pakistani family and there is no way they would be qualified as desis. All their 3 daughters looked like some eastern european girls, they were speaking very clear urdu, so were defiantly pakistani.

even here in india...there are many white looking people....particularly in north western and northern states....but they are all considered as desis as their attitude is totaly diffrnt from that of a white person

Pakistanis are Pakistanis regardless of their skin colour. Lets not divide ourselves into further apartheid like scenario
