Disarmament Division of Pakistan's Foreign Ministry

As I crossed through MOFA's website, I have noticed that in the Disarmament division, there are two main sections: Disarmament-P, and Disarmament-C.

Does anyone know what does it mean? Furthermore, a director in Disarmament-C is a Lt. Colonel, why there is a need for a military officer in MOFA?

I already found the necessary information, so as far as I am concerned this thread could be closed. Here is the information:

Disarm-P stands for policy and Disarm-C stands for Coordination. The senior mandarin in Disarm-C is a military officer because he coordinated all MOFA's activity regarding nuclear issues and other WMD issues according to the instructions of GHQ and ISID.

The bottom line, Pakistan's foreign policy is controlled by GHQ, ISI, and JSHQ and not MOFA or the cabinet.

A bottom line of your imagination, not reality. Having uniformed personnel in ministries is not a new thing, army being integral part of the govt has every right to have a say in the foreign policy thing, Pentagon & State Deptt do discussions on international issues and devise strategies, does that means Pentagon is running the US state deptt ?? Pak Nukes being under Army control makes them the ideal contenders to have men at such places.

Why are defence attache's military personnel in the embassies around the world ??

I have never seen anyone more curious about Pakistan than israelis, an experience from various online forums and International business. And they dont seem to dig mundane details but really deep technical one..Hope one day we can learn from their experience and build a high tech prosperous country...flowing with talent..I have a lot of respect for the Israeli talent..really people should look at their brighter side. (and by no means ignore the war crimes of Israeli government)

There is no US military officer in DOS, this is very unusual. Of course DOD is in the decision making, but foreign policy is the responsible of DOS. Apparently, in Pakistan foreign policy is the responsibility of GHQ and MOFA is just a tool to implement the policy, nothing more.

I do not understand why you make such a fas about it.

Issue is not having military officers anywhere in a ministry, this is the norm here, military officers are posted in other ministries also where the govt requests for such personnel. issue is policy making, State Deptt makes policy in consultations with Pentagon, and where Pentagon has no interest, State Deptt toes that line. So even US Foreign Policy is in some ways and in some matters controlled by the Pentagon.

Army speaks in the foreign policy where it is essential like in case of India, US etc etc, just like what Pentagon does. In the recently just held CBM related meeting lead by foreign offices of India & Pakistan, an Indian Army Brigadier was part of the delegation plus other armed forces personnel too, thus even Indian officers are send and included in Foreign Affairs.

And yeah our Army may be taking too much part in these issues, but that is due to certain factors, MOFA is making its own policy with respect to lot of other things but in certain critical issues, Army has to come into play, that is due to regional issues and the immaturity level of our politicians.

So, defence forces taking part and influencing foreign affairs of their respective countries is not limited to Pakistan,, super powers do that, so do 3rd world countries. So no need for you to make a fuss with respect to Pakistan or may be its what you are for on this forum, to create fuss about non fussy issues.

Military taking part in decision making is regular procedure all around the world, but in Pakistan an officer is permanently station in a position within a MOFA division and not just in a liaison job, but as responsible for duties in the ministry. In Pakistan the Army is not one player in the decision making, it is the decision making and it dictates its will to the other government agencies, including MOFA.

That is what the existence of a Lt. Colonel in MOFA indicates. It is a good sign that you feel uneasy with this situation and try to hide it (another Pakistani claim this information is classified), maybe there still hope for Pakistan not just a state owned by its Army.
