That is because of riot's control philosophy (since 1968) in France that make things much easier for far left/right protesters (and other hooligans) to create mess. "As few hurt as possible".

Orders are given for riot forces to avoid as much as possible direct contact and confrontation with protesters,even letting them spread havoc so to avoid any casualties. Police chiefs and others will tell you "yes there were damage,but no one was killed". Loss of material is unfortunate,but not as much as a life being lost. You will be told insurances will pay for everything,everything will be cleaned and it will seem like nothing happened.

Although with recent events,the philosophy has evolved,police forces were made more reactive,more mobile,were instructed to directly engage protesters and face them directly. This allowed for better control of the situation and less damage reported. And again,no lives lost. They could shoot them or whatever,but the use of weapons can only be done in aggravated and serious/extreme situations. It would be unthinkable in a democracy like France seeing protesters being shot (and killed).
 
Isn't that true for almost every place?
Yes, but not every place has a system that ensures enough good people are elected who keep laws in place.
