Probably, but we're talking about public transportation here. Our suburban railway network is maxed out capacity-wise, but works at hyper efficiency, and the BEST's network is vast and covers the metropolitan area seamlessly. The first Metro and Monorail lines open early 2014, with more to follow in the years to come; the latest in the newspapers is that construction of the underground metro line 3 from Colaba to the suburbs will start in May '14.
If you look at the methodology they have used, you ll see why Kolkata did better than other Indian cities Mumbai and Delhi. Basically they have given 2/3rd weightage to Mobility performance and 1/3rd to Mobility .
Kolkata's public transport might be old and rickety but is very effective. It gets you from point A- Point B quicker than public transport in any other Indian city and at a cheaper price. You d never have to wait for more than 5 minutes for a bus or a cab to show up in Kolkata. The traffic situation and flow is pretty good ,traffic jams are rare, and the traffic police is effective and know what they are doing for most parts. All that makes Kolkata better than Mumbai or Delhi. With newer buses being introduced, widening of the EM bypass and the upcoming EW metro, Kolkata's public transport will further improve.
Then you have indicators like Trasnporterelated fatalities, where cities like Mumbai and Delhi would have fared vary poorly, compared to Kolkata.
