a Presidential Decree No. 14-378 dated December 30, 2014 and September 3, 2014 signed between Algiers and Moscow, which was published in the Official Journal on January 25, points to Algeria's entrance in the atomic age and the implementation of a very extensive catalog and complete support in the area of civil nuclear power.

The Decree provides for the assistance of the Russian Rosatom agency to the Department of Energy in the development of end to end of a real nuclear industry in Algeria. This assistance covers the areas of engineering education and Algerian nuclear technicians with their Russian counterparts, exchange of scientific and technical information by any means, organization of seminars and technical conferences for the benefit of the world and in collaboration Algerian university and the establishment of joint teams to conduct research, development, engineering and experimentation.

The less academic offer is for the supply of nuclear materials, materials used in the process of nuclear production. Assistance to the Algerian side also includes integrated engineering of nuclear power projects, aid for fuel management and treatment of nuclear waste. This last point is very sensitive, involving aid to the establishment of a nuclear risk management strategy and defining standards and insurance related to the production and nuclear installations, and commitment of Russia to respond to a nuclear emergency.

The last area of cooperation proposed by Rosatom is the exploration, development and joint exploration of the first nuclear deposits in Algeria.Of course, the agreement is limited solely to the civilian aspects of the industry and any transfer of equipment and materials will be under the supervision of the International Atomic Energy Agency.

Strict rules limiting civilian industry are contained in the decree, also with a prohibition on resale to third countries or re-export or enrichment of products of this industry. A national business plan of nuclear power seems to be emerging, with the aim of contributing to the production of electricity by 2030. Algeria has several cooperation agreements with many countries, including Argentina China and more recently the United States and France.



But it is the strategic agreement with Russia that seems to offer this kind of energy development plan. It should be recalled that Algeria has a civilian nuclear program from the 1980s with two experimental stations in Algiers and Ain Ouessara. This program had aroused some suspicion on the part of some neighboring countries. Algeria is a signatory to the Non-Proliferation Treaty of nuclear weapons, ratified in 1995.
