Yes he is. JAMAT SHIBIR started attacking the police and general people. They are putting fire on masjids and mandirs. They wanna start a riot. They are killing their own people and claiming that police did it. Police might've fired in a few cases only to defend themselves. But in most cases, jamat killed their own men.
