Its high time that the control of Delhi Police is transferred to the Delhi govt.

Its our national capital with all foreign embassies, and you reckon they should be handed over to State govt? Its better with central govt to stop any terrorist attacks on installation and for better co-ordination btw police and intelligence agencies.
Its just People have to change in the mindset on rapes, which honestly, is worse in and around Delhi.

There are consulates and sensitive institutions in other metros also, especially in Mumbai. There the police reports to the local Govt. So whats so special about Delhi. If security of embassy is a concern , then it can be handed over to other security agencies like CISF.

The local Govt cannot do anything about the security until they have the control of the security apparatus. Also it will prevent the local Govt from giving excuses regarding the security situation.

We have everything bro. Central ministers, Army HQ, sensitive centres etc. Thats why the commissioner of Delhi are chosen with utmost care.
Moreover, I do not believe rapes happen due to "inept" of Delhi police. Police cannot be possibly everywhere. Delhi contains people from all over India, and has major labour population. Its the attitude of people that counts.

The fact is that Delhi is starting to accumulate a sad culture of rape. As people are starting to westernise in Delhi, the policing system has not kept abreast of its current needs. It is a wake up call for the policing system in Delhi. Policing must keep in touch with modern times.

The people in Delhi who commit most of these rapes are labourers, conductors, auto/taxi/bus drivers etc. These people have are not modernising in anyway. That is the problem.

The true problem is that Delhi has become a very modern city over the years while the a certain segment of the populatioon in Delhi (migrants from UP, Bihar & Haryana mainly) are too reluctant to modernise.

Anyone who hasn't lived in Delhi for a long time wouldn't know. Apart from that of course Delhi gets special attention from the media. There are rapes happening in all Indian cities as we speak.

I have always maintained that rape is as much about power as it is about sex, if not more. Most of them is after a 'piece of action' that they will never get their hands on in real life.
