So in any new agreement reached, WB will have a diminished role and the issue will become more "bilateral".
The world bank has already failed in enforcing the IWT, it shall be ignored.
Pakistan will not entertain any plans that threatens her water security. The disputed region of Kashmir is integral to the issue and Indian unilateral actions of 2019 have already established India's non cooperative stance on the matter.
