Rear Admiral (Retd) Vineet Bakshi, VSM, chairman and managing director of Goa Shipyard, talks about the yards modernization programme and its future in an interaction with ETSL. Excerpts from the interview
How self reliant is Indian defence shipbuilding industry today?
There are many attributes which contribute to the efficiency and success of the shipbuilding industry. On the question of self reliance, I would like to talk about five main facets namely infrastructure , design capability, human resources, material source and information technology .
With the simultaneous modernization of Defence Public Sector Undertakings (DPSUs) there is adequate infrastructure to ensure that Indian Navy and Indian Coast Guard are able to build all their vessels within the country . Proven design capability is currently vested in only two organizations in India. The Indian Navy has an excellent pool of ship designers and have been evolving designs over the past two to three decades. The only other organization which has proven design capability is Goa Shipyard (GSL) which had invested in ship designers and building up of a design team over the last 3 decades.
Human resources plays a critical role in making organizations and an industry self reliant. However it has been the DPSUs which have captive manpower that are exceptionally skilled, particularly at the shop floor and the middle management levels.
I believe the private industry has still to invest in these areas. In sourcing of materials , the Indian ancillary industry is quite under developed in so far as propulsion systems , engineering equipment , ships fittings are concerned .
How adequate are repair facilities for commercial vessels in India. What is the status with Navy?
India has adequate repair facilities for commercial vessels , given the new capacities built, in particular by private shipbuilding companies both on the East and West coasts. Adequate capacities do exist.
PPP is making inroads into shipbuilding as well. Do you have any joint venture plans with other yards?
GSL does not have any plans for entering in to any joint ventures at this point of time as our order book position and near /medium range plans do not suggest such a venture.
How would you like to describe the infrastructure upgrades?
Goa Shipyard has launched a systematic modernization programme aimed at creating new facilities even as existing ones are augmented to undertake the anticipated work load in the years to come, including series construction of high technology ships for the Indian Navy and Coast Guard. The modernisation programme will give GSL the ability to build vessels to customers requirements in shorter time frames than at present. Once complete , it will result in substantial augmentation of the shipyards capacity to fabricate steel, aluminium and GRP hull vessels to nearly three times its present capacity , whilst also leading to a quantum increase in the ship repair segment. This is a part of enhancing Indias strategic ability to design and build its own ships.
