Larsen & Toubro and TATAs await Request for Proposal

A repeat tender for Pinaka rocket launchers appears to be in the offing with the Defence Ministry looking to buy six regiments — one regiment is 18 systems — of the home-made weapon system. Touted as one of the first ‘create in India’ product, the Pinaka is designed and developed by two private companies, the TATAs and Larsen and Toubro (L&T), in association with the Armament Research and Development Establishment of the DRDO.
Confirming the development, and the private entities’ wait for the Request for Proposal (RFP), Jayant Patil, Senior Vice-President and Head-Defence and Aerospace, L&T, told BusinessLine, “We expect the commercial RFP for the next six regiments to be issued within the coming few weeks. Thereafter, contracting is likely to be completed during FY18.”

Prime Contract
TATA Power’s Strategic Engineering Division (SED) was one of the two private companies to be awarded the prime contract by the Defence Ministry way back in 2006. Several technological advances have taken place since. “At present, one regiment of Pinaka (20 launchers) supplied by TATA Power SED are in service with the Indian Army,” Rahul Chaudhry, CEO, TATA Power SED, told BusinessLine.

Last December, TATA Power SED received an order from the Defence Ministry for the supply of one regiment of Command Post and Launcher of Pinaka Multi Rocket Launcher System to the Indian Army. The ₹200 crore order included supply of 20 launchers and eight command posts.

Pinaka supplements the existing artillery gun at ranges beyond 30 km, and has a quick reaction time and high rate of fire. It was designed to replace the BM-21 Grad multiple rocket launcher systems of the Indian Army.

A multifaceted system, the Multi Barrel Rocket Launcher (MBRL) grants the Pinaka concentrated firepower to destroy enemy targets. The Pinaka is also proving to be a test-bed for the fruitful partnerships that can be developed between the government and the private sector to address challenges and to collaborate and bring on indigenous innovation, as well as provide frameworks for working together.

Speaking to BusinessLine about the recent strategic partnership policy announcements, Chaudhry termed it the “government’s empathetic announcement that private sector participation in defence is the new normal in this sector.”

Sources added that “though the army has inducted Pinaka Mark-I, it is an unguided area weapon. Mark-II is in the trial phase. There are major differences between the two. Mark-II is guided and the range has been extended. The rocket propellant has been redesigned and can be fixed on to the same barrel, so one does not have to change barrels and can fire simultaneously. Mark-I can fire at 35 km, now this has been extended to 55 km.”

Speaking of the advanced Pinaka, DRDO sources said, the “System on-board accuracy has been increased. The extra aerodynamics would help destroy the same area with fewer rockets, leading to less damage.”

The idea is to have a total of 22 Pinaka Regiments.

This is a total of 66 batteries. That is some serious fire power.

Indian Army to Induct 108 Multi Barrel Rocket Launchers Worth
$2 Billion


The Indian defense ministry has planned to float a tender to purchase six regiments of homemade Pinaka multi-barrel rocket launchers for $2 billion. Each regiment will comprise three batteries of six Pinaka launchers mounted on Tata trucks.


New Delhi (Sputnik) — The tender is expected to be issued to firms by the next month while the acquisition order is expected to be placed within 18 months. Pinaka supplements the existing artillery gun at ranges beyond 30 km with quick reaction time and high rate of fire. Pinaka is developed by state-owned DRDO with private defense firms Tata Power SED and L&T.

Indian defense ministry had placed an order for two regiments i.e 36 systems last December. The Army intends to have 22 Pinaka regiments by 2026 including 12 regiments of Guided Pinaka. This is an advanced version of the Pinaka, wherein the firing range has been enhanced to 65+ km from the existing 38 km. India conducted two developmental tests of the 214-mm caliber Guided Pinaka earlier this year.

Six regiment orders will provide major business to state-owned contractors Bharat Earth Movers Limited and the Ordnance Factories Board and private sector defense companies Larsen & Toubro and Tata Power SED. BEML supplies vehicles for the rocket launchers while L&T and Tata Power SED build launcher systems. Ordnance Factory Board will supply the rocket ammunition.

Guided Pinaka will gradually replace SMERCH which, according to its Russian meaning ‘whirlwind', can flatten an area of 1.1 sq km. Guided Pinaka will have a multiplier effect in the battlefield as each individual rocket is guided separately and the commander can change its position and path in every 20 microseconds.

Trails of guided Pinaka Rocket were successfully conducted at Integrated Test Range (ITR) Balasore in two phases on 12th and 24th Jan 2017 with range of 65 km and 75 km, respectively. The guided version of Pinaka Rocket incorporates Inertial Navigation Systems (INS)/ Global Positioning System (GPS) for the mid-course guidance with accuracy of 60m to 80m at all ranges. In the recent trials conducted, the desired accuracy has been achieved.

Pinaka has been design and developed for induction into Army after successful User Trials. Two Regiments of Pinaka Unguided Version have already been inducted in Army. Current trials have been conducted for demonstrating the feasibility of the development of Guided Version of Pinaka Rocket using the same Launcher and Ammunition Configuration.

This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Shri R. Parthipan in Lok Sabha today.

I think we need more ATAGS with guided munitions rather than Pinaka-II. Current ATAGS can fire upto 55 km with guided munition it could be 65 km!!!!
