This deep sea port project never should have been under PPP. If part of the funding should have done by public there are other ways to do it. BTO and number of other JV and FDI model could easily be used for the project. Case and point how Awami League regime formed JV for coal base power plant with indian company at detriment of national interest and share. Deep sea port project was put under PPP so that project goes nowhere as india suggested.

China approached Awami League gov with money number of times, they approached media and even brought funding and technical officials in Dhaka to work on the project but Awami League dead set to stall the project under indian advise.
