Decline in exporting manpower witnessed

ISLAMABAD - Pakistan could manage to export only 910 skilled workers to the United States during last four years due to poor management and lack of skilful manpower.

According to data obtained from the Ministry of Labour and Manpower, Pakistani workers’ export to the United States remained 197 in 2010, compared to 297 in 2007, 232 in 2008 and 184 in 2009.

After 9/11 tragedy, the incidents of terrorism involving Pakistan nationals, are said to be the main causes behind import of less number of Pakistani workers to the US.

Background interviews and conversation with the officials of Ministry of Labour & Manpower and Overseas Pakistani Foundation revealed that export of Pakistani workers across the world especially to the Gulf was slowing down remarkably.

“We lack sources and institutions to train and develop skilful workforce and failure in maintaining the standard is a main hurdle to export large number of manpower abroad,” a higher official of Ministry of Labour & Manpower told The Nation requesting anonymity.

He said that the manpower export to countries including Kuwait, the UAE, Qatar, the GCC region, South Korea, western countries and Malaysia is not only down but labourers are also coming back to country due to less expertise in their work.

Data obtained by The Nation revealed that 183,191 skilful Pakistanis went abroad for jobs and played great role in raising foreign reserves of the country.

Data shows remarkable increase of 100,000 next year as authorities managed to export 287,033 skilful workers in 2007 and 430,314 in 2008.
However, a decrease in export of manpower was observed in 2009 as 403,528 could be sent abroad.

Sadly, the concerned departments could not maintain progress and the country’s export of skilled manpower reduced to 310,000 in 2010 from 430,528 in 2008.

The record revealed that 14,544 Pakistani workers went to Kuwait in 2007 while their number reduced to 6,250 in 2008, 1,542 in 2009 and 119 in 2010. :cheesy:

Number of Pakistani workers in Qatar was 2700 in 2010 as compared to 4,081 in 2009.

Keeping in view lack of good institutions for developing skilful manpower in Pakistan, a Dubai-based business conglomerate Royal Emirates Group has taken a major initiative to export skilled and well-trained manpower to the Gulf countries under ‘Skill Development and Placement Programme.’

According to programme, devised by this group, female candidates would be given training in the household work like personal hygiene, cooking and food serving, professional laundry and infant/elderly care.
Likewise, the male candidates would be given training in gardening and driving, it was learnt during the presentation.

Exported manpower does more harm than good in the long term. The "brain drain" is a problem that needs to be addressed. If you continue to export skilled manpower your own country declines in economic competitiveness.

Also I can't see why you have silly face icon next to that text.

What brain drain you are talking about????? These are poor, illiterate and unskilled labors. If you export them that means you are exporting liabilities and bringing forex in return.

That's included in the silly list of smilies of defence.pm, why i have included it?? Because its very strange that the number of Pakistani workers are decreasing at a very alarming rate that too in most of the Arab and Muslim countries whereas the number of workers from India is increasing day by day.

I was amazed by that strange facts that why i have put that.

Thousands of immigrants from India have crossed into the United States illegally at the southern tip of Texas in the last year, part of a mysterious and rapidly growing human-smuggling pipeline that is backing up court dockets, filling detention centers and triggering investigations.

The immigrants, mostly young men from poor villages, say they are fleeing religious and political persecution. More than 1,600 Indians have been caught since the influx began here early last year, while an undetermined number, perhaps thousands, are believed to have sneaked through undetected, according to U.S. border authorities.


Hundreds have been released on their own recognizance or after posting bond. They catch buses or go to local Indian-run motels before flying north for the final leg of their months-long journeys.

"It was long … dangerous, very dangerous," said one young man wearing a turban outside the bus station in the Rio Grande Valley town of Harlingen.

What brain drain you are talking about????? These are poor, illiterate and unskilled labors. If you export them that means you are exporting liabilities and bringing forex in return.

Did you miss the part about where the article mentions the export of workers to the US and skilful workers, that means they are not all unskilled, poor labourers, hence the reason why I talked about the "brain drain". Here is some more information to enlighten you;

Now let's talk about the Gulf workers. Unskilled is a very subjective term as many of these men have real employable skills that can be put to good use in their home country. Amongst such men you will get carpenters, electricians, plumbers and you do need skills to carry out such work. They are not all mules carrying bricks up and down ladders all day. They are certainly not "liabilities" as you termed them but rather a valuable resource that can and should be utilised.Although important a nation can't live off remittences. Pakistan needs to make important structural changes to the economy and bring about near full employment to achieve basic economic objectives.

It's not because of lack of skilled manpower or poor management, it has more to do with the stigma of terrorism attached to Pakistan and Pakistanis in general.

It depends. In Bangladesh we sent all the junk out from paddy field, washed them up and stuffed them in the airplane. The end result, earning money from one of the most unproductive segment of the people and when they come back they are well groomed, developed some sort of skills and discipline. It worked great for Bangladesh. You will hardly find people with skill and education willing to go to GCC countries here. So no brain drain.

They are skilled only on paper, I think You have not missed the part where it says they have returned to pakistan because of lack of skills and expertise.

There is no doubt about the brain drain problem but it apply to the current thread we are talking about. Also country like Pakistan and India have huge population so we have surplus labor and we can utilize it by sending them abroad and earning billion of dollars it will reduce the pressure on national resources and they will become asset to the nation.

Still i have not got answer why Muslims and Arab countries are returning Pakistani people??????????????????
