In our south Asian region where mal-nourishment is quite prevalent, providing food at the end of a political gathering or at conventions and using it as an incentive is probably not the sanest of the idea.
Where the arrangements are sort of "Open for all" and there is no guests' list ,there is every chance that the lust with in the masses will get the good of the frail "discipline" ingrained in them, a word that will if ever come across our eyes will be in the form of that quote of Unity,faith and discipline.

The worst comes when we realize that what is that "good" we can achieve with well arranged gathering or with a list of guests in our minds (A fine example to view this phenomenon is the marriage feasts.)

Then what else can we think of if it's not a reward to save us from this sheer disappointment.
A punishment?
A political / social boycott or a bullet may be....
Suddenly the scenario gets scary for a common man (read political worker) because in my country politics has been in a sorry state of affairs ,most of the time.

what about chairs, banners, panaflexes

That also comes under the item of discipline (and poor arrangements as well) ,does it not?

How many a times in the so called first world countries we have seen a gathering of thousands with everyone having the facility of a chair and some food menu served on the streets?

Things are bound to go haywire especially with our crowd when there is no "Danda" and every one including the party workers and the sentry bhai is busy in munching anything hard or soft that's available for them to eat.
