It seems their entire existence is based on the pre-condition that we Muslims are currently at war. They use war time hadees, war time rules to justify daily excesses against civilians because the peacetime hadees do not serve their purpose.

They are trying to convince the wider muslim world that we are at war in order to legitimize themselves. One can't help but think that the entire 'Islam under attack' and Muslims vs the world narrative is one that they've spun for their own benefit.
