For the guys stating that this might be some sort of biological weapon or something of the sort, let me be the one to break it to you...............It's not.
When deploying a Biological Agent you need to keep to keep a few factors in mind, I will also write comments on how Naegleria fares in each respect:
1) Virulence-Very Deadly
2) Epidemic Capability-Low, Low growing and cannot be contracted through Person to person contact.
3) Difficulty of treatment-Very High, 98% Kill Rate.
4) Control-Unnecessary, the low incidence means that control measures are largely unnecessary
It's quite evident that the agent under question will make a very poor tool for waging Biological Warfare in a country where about a 100,000 people will be killed by other water borne diseases.
