So Dalits are not allowed to drink from the same well but are paraded around once a year on shoulders?

Dalits are "Out castes" i.e. one who has been ejected from his society for crimes proved guilty before the panchayat.

They are then exiled from the village so naturally they cannot live in the village or use it resources.

Those are SOCIAL Norms.

Religious Norms dictate that all humans and even animals are equal and its only their ACTION that matter. So a Dalit devotee is as much worthy of respect in a temple as any other Hindu. THAT is what this ritual demonstrates and preaches.
