As far as slums are concerned, one must not lose sight of the fact, that the slums are constructed by migrant workers and poor on occupied land which are owned by either the Govt or by private owners, who are normally absentee owners.
Since courts take a long time to adjudicate, the slums grow as new comers come.
It becomes a human interest issue to evict them.
When they are evicted, even with a court order, the human rights organisation start a signature collection campaign to petition the Govt.
