CRPF to celebrate Foundation Day today - The Hindu

The country’s largest paramilitary force, CRPF, will celebrate its 76th foundation day at its cradle here on Monday with Union Home Minister Rajnath Singh taking salute from the marching contingents brought here from across the country.

Neemuch is a historic town in Madhya Pradesh which served as the nerve centre of the 1857 mutiny and the garrison found a place in history after the Central Reserve Police Forces’ (CRPF) first unit was raised here in 1939.

The CRPF is holding its foundation day celebrations at this military town after over two decades, putting an end to hosting the celebrations in national capital Delhi.

“Home Minister Rajnath Singh will review the parade and award gallant men during the Raising Day celebrations here. He is arriving here on a special flight for the event,” a senior force commander said.

Marching contingents from field formations of the force spread across the country have been brought here for the event and they will put up an impressive show of valour and advance capabilities during the gala celebration, he said. The last time the anniversary day parade was held here was in 1993.-PTI

Shri Sudeep Lakhtakia to hold additional charge as DG CRPF

Consequent upon the retirement of superannuation of Shri K.Durga Prasad, IPS (TG:81) DG,CRPF today, the Competent Authority in this Ministry has approved that Shri Sudeep Lakhtakia, IPS (TG:84), Additional DG, CRPF will hold the additional charge of the post of Director General, Central Reserve Police Force (CRPF) w.e.f. tomorrow till the appointment and joining of regular successor.

Shri Rajiv Rai Bhatnagar appointed as DG, CRPF; Shri RK Pachnanda to be next DG, ITBP

The Government has appointed Shri Rajiv Rai Bhatnagar, IPS (UP:1983), Director General, Narcotics Control Bureau to the post of Director General, Central Reserve Police Force, from the date of joining the post and up to December 31, 2019 i.e. the date of his superannuation or till further orders, whichever is earlier.

The Government has also appointed Shri R. K. Pachnanda, IPS (WB:1983), Director General, National Disaster Response Force to the post of Director General, Indo-Tibetan Border Police, vice Shri Krishna Choudhary, IPS (BH:1979), DG, ITBP due to retire on superannuation on June 30, 2017, from the date of joining the post and up to October 31, 2018 or till further orders, whichever is earlier.

ADG air-dashed to Raipur from Kolkata to take charge

The strategic anti-Naxal operations command headquarters of the Central Reserve Police Force has been shifted from Kolkata to the heart of the Naxal violence-hit Chhattisgarh after 37 jawans of the paramilitary force were killed by Maoists in less than two months.

In a May 4 order, the CRPF directed the “immediate” transfer of the central zone command headquarters, roughly seven years after it was shifted from Raipur to Kolkata because of “logistics and connectivity issues”.

The new CRPF Director-General Rajeev Rai Bhatnagar has been asked to ensure that the command starts working from Raipur before the high-level meeting of Left Wing Extremism-hit States here on Monday.

Kuldiep Singh, Additional Director-General of the CRPF central zone, was air-dashed to Raipur from Kolkata, and he took charge of the command on Friday, sources said.

Raised on August 7, 2009, the central zone was tasked with overseeing troops deployment across the States affected by Left Wing Extremism such as West Bengal, Jharkhand, Bihar, Chhattisgarh, Odisha, Madhya Pradesh and Uttar Pradesh. It was moved to Kolkata in July 2010 for want of better rail and air links for the command office, days after the Maoists killed 75 CRPF jawans and a Chhattisgarh policeman in Dantewada on April 6.

Top sources in the security establishment said the Union Home Ministry, after reviewing the April 24 ambush in Sukma district that killed 25 jawans, ordered the CRPF to immediately shift the central zone command to Raipur, without even bothering about the logistics to be put in place.

The sources said Mr. Bhatnagar himself oversaw the quick activation of the command in Raipur after attending a meeting of the Unified Command on LWE on May 5, chaired by Chief Minister Raman Singh. He later went to Sukma to make an assessment of the ambush site near Burkapal and held a ‘sainik sammelan’ (a troops meeting) to boost the morale of the jawans at a camp in the forests in south Bastar, a few km from the State’s border with Odisha, Maharashtra, Andhra Pradesh and Telangana.

“Over the past two days, the new DG has travelled to the interiors of Sukma and Dantewada, the worst-affected districts. He also visited the ambush site at Bheji in Sukma,” an officer said.

Personnel to be trained on tackling conflict situations

A day after two CRPF personnel were trampled to death by an elephant, the Forest Department has swung into action to offer numerous measures of “mitigation” to ensure the “unexpected event” does not repeat.

On Monday, CRPF officers from the Dog Breeding and Training School (DBTS), Tharalu, on the edge of Ragihalli forest, had a nearly day-long interaction with Bannerghatta National Park officials to chalk out an action plan to prevent further attacks. After a tour of the railway barricades around the park, four measures were decided upon: construction of a watch tower; solar fencing around the CRPF camp; SMS alert system to intimate personnel about the movement of elephants; and finally, a workshop to train personnel on what to do when confronted with a wild animal.

“We will start these works as soon as we can. We will even advice them on keeping buffers around the camp and design of buildings,” said Javed Mumtaz, Deputy Conservator of Forests (BNP).

Around 6.30 a.m. on Sunday, a tuskless male elephant attacked the sentry post manned by four personnel. Assistant Sub-Inspector H. Dakshina Murthy (55) and constable Kuttappa Lamani (35) died, while two others escaped.

On the day of the attack, personnel had expressed anger at frequent encounters with wild animals. “There are so many restrictions on dealing with wild animals, that we feel helpless,” said an eyewitness to the attack, who even added: “Next time we see an elephant, we will empty a magazine (of bullets) into the animal.”

Compensation of ₹2 lakh has been announced for the two deceased personnel.

Meanwhile, the elephant has been tracked to Bannerghatta National Park, and officials said there was a belief that it will remain within the forest itself and out of harm’s way for the time being.

“There is no discussion on capturing the elephant,” said Mr. Mumtaz.

A large group centre of the CRPF for 5,000 of its personnel and their families will soon come up at Uttar Pradesh’s Chandauli, the home district of Union Home Minister Rajnath Singh.

Officials said the Home Ministry has recently cleared the proposal of the Central Reserve Police Force (CRPF) to change the location of the proposed group centre from Taralu in Karnataka to Chandauli under the Varanasi division.

The centre will be spread in a 150-200 acre area and the country’s largest paramilitary force has been asked by the ministry to “urgently” begin the process of acquiring land for raising the establishment in coordination with the Uttar Pradesh government.

“The group centre is expected to be built and operationalised by the next one to two years. It will also have the range headquarter of the force and facility to house about 4,000-5,000 personnel and their families,” a senior official said.

The Union home minister was born on July 10, 1951 in a farmer’s family in the Babhora village under Chakia tehsil of Varanasi district, now under the Chandauli district.

A group centre of the CRPF has four-five battalions under its jurisdiction and one battalion has about 1,000 personnel.

The CRPF has few other group centres in Uttar Pradesh including in Amethi, the parliamentary constituency of Congress Vice President Rahul Gandhi.


The about 3-lakh personnel strong CRPF is tasked as the lead security force to conduct operations in Naxal violence hit states and for combating militants and insurgents in Jammu and Kashmir and the Northeast.

Around 30,000 personnel of the CRPF are deployed in the Valley to assist the local police in maintaining law and order and conducting anti-militancy operations.

The DG said around 300 vehicles, including buses and vans were being made bullet-proof.

Bullet-proof vehicles

“The number of militants being killed has gone up sharply and this has led to desperate attacks on security forces. We would bullet-proof all the vehicles that are used for patrolling duties,” he said.

“Recently, six of our jawans were saved as their armoured vehicle protected them when they came under heavy fire from terrorists. A sub-inspector sitting at the front was killed; we are getting the vehicles 100% bullet-proofed now,” the DG said.

The CRPF is also providing pre-induction training to jawans at their training centre in Lethpura in Pulwama on how to handle the crowd through non-lethal means, Mr. Bhatnagar said.

CRPF’S Helpline in J&K

The CRPF Helpline was launched in Jammu and Kashmir on 16.06.2017. The helpline is getting good response with callers seeking help in matters relating to medical assistance, misbehavior by anti-socials, recruitment details and complaints about unavailability of civic amenities. They also seek assistance in organizing sports events and improving sports facilities especially in rural areas.

The Helpline has been started to build bridge of trust and confidence with citizens.

It is true that some calls are silent. It is difficult to attribute a particular reason though it may possibly be that citizens are trying to confirm about the existence of toll free helpline.

CRPF has undertaken Publicity Campaigns through print, electronics, social media and audio-visual media also to reach out to every Kashmiri and for increasing the awareness about CRPF Helpline among local public.

This was stated by the Minister of State for Home Affairs, Shri Hansraj Gangaram Ahir in a written reply to question by Dr. P Venugopal in the Lok Sabha today.

It will take up anti-naxal operations and provide security to the Capital
The Centre has allotted a Central Reserve Police Force (CRPF) battalion to provide security for AP Secretariat, Chief Minister’s residence and the Camp Office located in the capital region. The battalion is the first central force allotted to the State capital.

The 39th Battalion, comprising 1,000 personnel, will also take up anti-naxal operations in Telangana and Chhattisgarh borders and on the Andhra-Odisha Border (AOB).

Following the government’s request, the Centre has allotted one battalion, which will operate seven companies.

The State government has allocated land for the battalion headquarters at Chinavutapalli in Krishna district, and 15 acres has been allotted to the force at Newgondlapalli village near Agiripalli in the district, said its Commandant V.V.N. Prasanna Kumar.

“We launched operations from Chinavutapalli village recently, and our priority is to provide security to Velagapudi. The forces will also take up anti-Maoist activities on AOB and in Kothagudem-Bhadradri district in Telangana”, Mr. Kumar told The Hindu.

Due to security reasons, the battalion headquarters was set up away from Naxal dominated villages and near the Capital region.

Very soon, the jawans will get permanent dormitories and other facilities in Agiripalli mandal, the Commandant said. “Four more CRPF battalions are operating in Visakhapatnam and Rajamahendravaram in AP and at Warangal and Bhadrachalam in Telangana. The 39th Battalion will coordinate with the four battalions and is conducting combing operations in Naxal-infested villages on the borders of the two States,” Mr. Kumar said.

The Assistant and Deputy Commandants, based at Bhadrachalam and Visakhapatnam Rural areas, are giving instructions to the companies, the Commandant said adding that the force will reach any place in the two States in case of emergency.

The Centre has allocated funds for the purchase of bullet-proof vehicles for Jammu and Kashmir Police personnel, home minister Rajnath Singh said during his interaction with cops in south Kashmir’s Anantnag district on Sunday.

His announcement comes in the wake of the killing of six police personnel, including SHO Feroz Ahmad, in Achabal area of Anantnag district on June 16. The slain SHO had requisitioned a bullet-proof vehicle in view of the danger posed by militants in south Kashmir, but was not provided one.

“We have allocated funds for purchase of bullet-proof vehicles for Jammu and Kashmir police,” Singh said in Anantnag, 52 kilometres from here.

The home minister also said the Centre had approved funds for opening a trauma centre for police personnel and lauded them for working in the “extremely challenging conditions” in the Valley.

He paid tributes to the sacrifice made by ASI Abdul Rasheed and constable Imtiyaz who were killed in militant attacks in south Kashmir recently.

“Their supreme sacrifices have been made for Kashmir. We are proud of the police personnel. You are working in extremely challenging conditions here. I do not have words to praise the bravery of our brave personnel from Jammu and Kashmir police. Even the Prime Minister has praised your courage,” he said.

Underlining the priority attached by the Centre to Kashmir, Singh said no other home minister had ever visited the state so frequently. “I have come to the state the fifth time within a year or so.”

The home minister said he had come with an open mind and was willing to interact with anyone who wanted to help in resolving the problems facing Kashmir.

Singh will interact with CRPF personnel in Anantnag and is scheduled to chair a security review meeting here later in the day.

The Centre will consider operating helicopter services for CRPF personnel serving in Jammu and Kashmir to facilitate movement of troops.

Union Home Minister Rajnath Singh, who is on a four-day visit to Jammu and Kashmir, said he was also working towards enhancing the monetary benefits to Rs one crore for families of Central Armed Police Forces (CAPF) personnel killed in the line of duty.

"We are ready to give more facilities to our CAPF personnel. Government will consider helicopter services for CRPF in Jammu and Kashmir," he said addressing a sainik sammelan of CRPF personnel at Anantnag, 52 kilometres from here.

"It is my aim to provide at least Rs one crore to the families of our martyrs from CAPFs," he told the CRPF personnel.

As per present compensation norms, the family of a slain soldier of Central Armed Police Forces (CAPFs) like CRPF, BSF, ITBP, CISF, SSB, NSG and Assam Rifles gets about Rs 60-70 lakh.

Singh said the government has launched 'Bharat Ke Veer' programme to support the families of the martyrs.

"The nation is supporting the courage of our security forces. We are proud of our CRPF personnel.Courage cannot be purchased from any market and you are born with unassailable and unmatched courage," he added.

The Home Minister later presented a memento the CRPF team which took part in operations in Pulwama recently.
