The question is more appropriate as: What is the best type of political leadership for a developing country?
The question is loaded. It begs several other important questions, such as...
1- What is NOT a developing country?
2- What type of political leadership does a developed country has?
3- Is it best for the people in that more advanced country?
4- Did the people built that political leadership for themselves or was it somehow given?
5- How stable is that political leadership, meaning its longevity with minimal internal changes?
There are also stages from being a 'developing' society to being a more 'advanced' one and it is inevitable that the type of political leadership must change from stage to stage. All the above questions can easily be modified to be more applicable to the evolution of a society, such as 3 to mean: Should the political leadership changes its characteristics when the country changes from an agragrian society to an industrialized one? Without understanding how a success was achieved, there is no template or guide to recreate that success.
