If they do it, they will also be taxed. In order ot avoid their theft being exposed, they do indirect taxation by increasing the price of gas, fuel and putting in levies like 'oil development levy', 'flood relief levy' and 'fuel adjustment charges'. These end up in government coffers and no visible, meaningful actions are taken with this money sucked from the people.
