Yes i agree and what you mention is certainly true. Rule of law is indeed the basic ingredient lacking in Pakistan and i too have always championed that on PDF. However, rule of law is the government's responsibility. What you are saying is that the government is responsible for this disaster due to lack of rule of law.

The Rule of Law requires everybody to do their part, including the people.

I always champion the rule of law, which is the basic ingredient lacking in Pakistan.
Well according to the law, it is CM SS's responsibility for the "efficient" going ons in Punjab....Now how to make it efficient well if in 7yrs he couldnt move a rock then I dont know what he is being paid for!

As for the people...whose job is it to educate them to differ from their traditional stuff and adapt to a "new system" (new to them as they dont seem to see the long term problem in what they do)

Well hopefully they realize it doesnt take 7 yrs to figure out why every year water is logged in Punjab!

Proper systems evolve gradually and slowly. Sudden changes do not work well in this regard.

And some were trying to say IK caused damage to Pakistan's economy....jo dusroun kay aib par kala dagh laganay ki kosish kertay hain unkay aib bhi ALLAH khol dayta hai

This is the old chicken and egg problem. People do not pay taxes because they do not see the benefits which cannot be provided because people do not pay the taxes because they do not see the benefits which cannot be provided because people do not pay the taxes because they do not see the benefits ....... and it goes on forever.

well what if they actually showed some manifestation of some tax in some way to encourage others to pay up more?

There has been only one orderly change of civilian power in over half a century. That is clearly not enough to create even the basic foundations, let alone proper systems. These things take decades upon decades of hard work.

Not really....stopping flood takes about 5 yrs of research which is already present all one has to do is hire a professional find the problem (like the advisers from Turkey) AND ACTUALLY IMPLEMENT IT!

All that takes 1 term time of any elected man educated enough to know the importance of drainage and also wanting to make a good city example not just on paper or by mouth but actually IMPLEMENTING it!

very good observation sister. perhaps these floods are 'azaab of Allah on central Punjabis to heed themselves and remove the corrupt still ruling Punjab.

You got to be kidding me, only people who see him as success are his party people. I was trying to remember this guy's name for along time, DCO Naseem Sadiq, people of multan and Faisalabad called him a symbol of change, now see where did SS appointed him, this is what happens to good guys in our country.

No I am aware of the knowledge openly available ...we as BSc students (back then) did mini projects regarding some of this work reading case studies and other information...

So if that information is easily available to BSc students I dont understand why "capable government" cant get a hold of it?

And we as BSc students did basic research in small areas in about a month plus (basic meaning soil content, drainage system information, fauna content and also amount of rainfall for that week )....and managed to write a report proposal of the system available, its background info, what will happen and giving with it a model to improve...

Thats work of 13 BSc students (per group)...on a small area...

P/S: this was some 8 yrs ago ...and now we have much better technology and much more research to back any model one wants to create...Bus banda kaam kernay wala ho...

Well, he is CM because his party garnered the most seats in the Provincial Assembly. Just like Mr. Khattak in KPK. That is the way it works, of course.
