1. Disproportionate retaliation is not possible until ISAF is sitting in Afghanistan. It would not serve our interests to engage with them atm.

2. Targetting ANA is exactly what Afghans want. They're looking for an excuse to place all their failures on Pakistan and this would be perfect. Their stupid victim-card works for the time being.
