IA Unraveled the Terrorism Trifecta: Qatar, Iran, and Al Qaeda

The Central Intelligence Agency’s release of the Bin Laden Papers (BLP) illuminates the true ties between Doha, Tehran, and Al-Qaeda founder Osama bin Laden (OBL). OBL praised Qatar, in addition to Al-Qaeda’s view of how the Muslim Brotherhood group in Doha fits into OBL’s global jihad. The Iranians allowed Al-Qaeda operatives to maintain a “core facilitation pipeline” on their soil via Qatar and outward towards Syria and Libya.
OBL saw, via Iran, Qatar as a future anchor for Al-Qaeda due to Doha’s acceptable atmosphere of groups such as the Muslim Brotherhood. OBL stated: “Qatar is more than capable of uniting Muslim Scholars so that they can form the nucleus of an Islamic state”. This statement is a sample of what OBL has written in one of many letters released by the CIA, where OBL asserted that Qatar can play a prominent and central role in financing terrorism and propagating extremist ideologies. OBL further elaborated that the primary goal of Qatar’s role would be to dismantle neighboring Gulf States by spreading discord and destruction under the guise of spreading Islam.
OBL more likely saw Qatar as ground for Al-Qaeda families via Iran. OBL insisted that his son Hamza bin Laden, to live in Qatar where he could be secure, study, and plot. True to his father’s cause, Hamza, of course, threatens America, calls for the Saudi collapse, and emphasizes the jihad in Syria,. Haj Osman wrote to Moulay Azmari about Qatar being one of the suggested destinations for the organization’s members and their wives “In the case of the widows, their numbers are lesser due to marriage and the option to go to Qatar might not suit them.”
In addition, OBL preferred Qatari syllabi according to the letter to one of his wives entitled “Mother,” OBL said this wife sought to teach her children Arabic language and Sharia: “It is good if you brought us the Qatari curriculum if possible, or through the Internet, and better if you can bring the printed books, three copies of each one, and bring as much as possible of the supporting materials.” It seems that Qatar’s education system was highly attractive to Al-Qaeda because of the pro-extremist atmosphere and a future base of operations if and when necessary.
To be sure, OBL in his letters emphasized that it is of utmost importance that Qatar’s underhanded actions take place outside of Qatar, with the Al-Qaeda’s leader pledging financial and logistical support towards Qatar’s operations. Currently, Al-Qaeda facilitators and financiers including Salim Khalifa Al-Kuwari and Khalifa Muhammad Turki Al-Subaiy live and work in Doha while maintaining their contact with Iran who continue to push their deadly agenda. Mohammed Shawqi Al-Islambouli, who is a senior Al-Qaeda operative from the Khorasan Group, frequently appears on Al-Jazeera and is also a resident of Tehran. OBL spoke specifically about Al-Jazeera and the network’s help in broadcasting Al-Qaeda tapes: “Al-Jazeera recommends that we take precautions, particularly on separate episodes, knowing that the previous recordings respond to the State’s lies in a direct and indirect manner.” According to Bin Laden’s files and other reports, OBL understood the power of media and sought to link Al-Qaeda’s Iran connections to Doha’s satellite network. Al-Qaeda agent Haj Osman wrote to Al-Jazeera’s Media Committee to coordinate information and the opportunity to use the network platform to rebut media attacks on Al-Qaeda. Osman highlighted access in Iran that helped Al-Qaeda disseminate information to Al-Jazeera.
Libya is a theater where the tripartite terror relationship can be seen clearly. OBL’s focus on Libya helped to push Doha to try to fulfill Al-Qaeda dreams in that North African state. OBL did not perceive the Arab Spring as a democratic spring but rather saw it as an opportunity and a major breakthrough for extremists. OBL asserted that Al Qaeda and its offshoots, especially the Libyan Islamic Fighting Group (LIFG), must create alliances and coordinate with whoever has the best interest in witnessing the fall of these regimes. More likely, OBL saw the need for a greater role for Qatari-based Muslim Brotherhood leader Yusuf Al-Qaradawi and also Al-Jazeera to influence events in Libya especially thru Qaradawi’s Union of Muslim Scholars to engineer a new government in Libya that would pay for the costs, preparation, and consultation necessary from Doha.
Overall, the BLP released by the CIA are an important moment in exposing the dubious nature of Qatar’s counterterrorism campaign and trustworthiness when ties to Iran and Al-Qaeda are still robust today. This Doha-Tehran-Al-Qaeda axis must be broken as OBL’s writings from years ago reflect today’s reality.
