Does it seem strange that in a world of drones and sattelites some one would drive up to a " secure location" in a minibus and start taking photos? Or that they take journalists along?

Could it possibly be the CIA "spy" had the good luck to have the knowledge of a local, good english and landed a plum job driving arround a bunch of Journalists that started taking photos of things they shouldnt?
