CIA Chief's Hacked Email: Pak Uses Militant Proxies Against India

Pakistan uses militants as proxies to counter India's growing influence in Afghanistan, according to a set of documents released by WikiLeaks from the hacked personal email account of CIA Director John Brennan.

The documents, released by the whistle-blower website and deemed classified by the CIA, contained reports on Afghanistan and Pakistan, and also ideas for US policy towards Iran.

Brennan, three days after Barack Obama was elected US President in November 2008, wrote to him in a position-cum- strategy paper that Pakistan uses the Taliban to counter India in Afghanistan.

"Pakistan's desire to counter India's growing influence in Afghanistan and concerns about US long-term commitments to Afghanistan increase Pakistan's interest in hedging its bets by ensuring that it will be able to have a working relationship with the Taliban to balance Indian and Iranian interests if the US withdraws," Brennan wrote on November 7 in 2008.

Brennan, then a top foreign policy and counter-terrorism adviser to Obama, then a president-elect, was in the running to be CIA Director. The post, however, went to Leon Panetta.

Obama initially made Brennan his top counter-terrorism adviser, and in January 2013 he nominated him as CIA Director.

Brennan's views on Pakistan was disclosed in a 13-page executive summary of key findings and recommendations on Afghanistan and Pakistan.

Brennan, in the summary, said efforts in the Federally Administered Tribal Areas (FATA) have been challenged by Pakistan's ambivalence towards, and perhaps outright support for, the Taliban.

"While the US Intelligence Community differs on the extent of the relationships, at least some elements of Pakistan's military and intelligence services appear to be ambivalent about the anti-Taliban and anti-militant mission in the FATA, in part due to their history of close ties to the Taliban in Afghanistan's conflict with the Soviet Union and Pakistan's use of militant proxies in its conflict with India," he wrote.

Coalition forces have won every major battle with Afghan insurgents, but these tactical successes have not resulted in a strategic victory, largely because insurgents are free to regroup in sanctuaries across the Af-Pak border, he wrote.

On Wednesday, WikiLeaks began publishing documents from "Brennan's non-government email accounts". They appear to date back to 2007-09, when Brennan worked in the private sector.

this is happening everywhere.... Usa does to other nations russia does to protect his assists and dont forget india does the same... if pakistan does wot is new init....this is call modern warfare.. when you dont go and fighr himself then you bring your proxy first and bring the other party on table....it is dirty way but we dont have any other option as does usa india uk russia india... hope you all get my point

1. My argument was restricted to proxies not conventional or nuclear confrontation.
2. I hope none of us employ proxies to destabilize the other but it one does then it is inevitable that the other will payback. No arguments on that and in that case of proxy war one with more resources will have an upper hand.

It didn't start in 71. It started in 48 when you sent tribals and in 65 when you sent in your people to instigate the local population.
You started it. We only showed you how it is to be done in 71.
BTW we did not train Mukti Bahini to settle scores. You forced them to take up arms when you used cruelty against your own people.
You have been trying to replicate it ever since thanks to training and support from US. But you need to realize that you are not capable.

It is indeed a sad state of affairs. We can go around in circles saying you did it first so let's leave it at that and hope peace prevails. There is nothing to be gained here - only lost.

The only plausible situation is staring us at the face - which is to convert LoC to IB but no one on either side is gonna go for it in near term due to domestic compulsions.

Consider principles of democracy, public and human rights in support of your argument. It is not reasonable to demand something selfish.......infact it makes you look bad.
If only in our debates we start respecting few principles of humanity I think it is good for this world. We can contribute to convert it into a peaceful place.
So now on point of converting LOC into IB I don't object to you. My conscience compels me to suggest ASK FROM PEOPLE OF KASHMIR. What they want?

People of Kashmir prefer peace, tranquility and normalization as far as I can gather based on conversations I have had with those on our side of the border. They want repeal of AFSPA and that is only possible once there is a permanent settlement of the Kashmir issue.

disturbing to hear this from Pakistanis on here so often but I find it hard to even make the connection logically, because if you look at the 2 major "proxies" who India have been involved with across the borders, the LTTE, initially backed by India but there was a big ethnic component to that. Then you have the mukti bahini of course, 10 million refugees, reports of mass brutality and oppression (Indian claim, of which much is verifiable) and an ethnic factor too.

the TTP, however, they first formed when Musharraf went after them, they are very much a local uprising, rebels, if you will.. now gone rotten like most rebels do after years of fighting a war they can't win, but, they're still ideological enemies of the Indian state, always have been, right ?

Brennan doesn't say that Pakistan uses militant Proxies against India in India. Last time i checked India and Afghanistan are two separate countries whatever Pakistan does in Afghanistan is necessary for its security. Until Afghan govt and Afghan Army doesn't become responsible and truly sovereign until then Pakistan will do what it have too

It is their foreign policy. Their choice. We should make sure their proxies do minimal damage. We can pre-empt them when we have the galls to do so.

You need to check what people of Kashmir want through transparent system and legal process.....may it be plebiscite or any other logical method.

Besides,what new drama is this 'WIKI Leaks?' anyway,infact the old drama?They are still hacking or leaking and not caught or traced yet,and if yes then why allowed to leak? or nothing was leaked in the first place?

..and this is what CIA director does in real life?discussing Pakistan and Afghanistan?to whom he was addressing?Has he no friends or family or any other interests other than CIA?
