Oh, did the CIA say that their agents have turned rogue? Then why did the USA go to such great lengths to (successfully) spring 'Raymond Davis" from custody?
AFAIK, RD and the other CIA agents helped to set up the Abbotabad Operation and ensure its success.

You are right CIA at this point in time appears to be working independently of ISI, but still CIA needs ISI to do dirty work on its behalf.
