Mate, worst I have seen is Punjab and distant second is Baluchistan. I know many feudals in Sindh as well, but they are nowhere near to level of brutality that the Baluchis and Punjabis subject their people to.

On topic though, highly condemn able and utterly disgraceful act. These guys deserve to be hanged and I would have no qualms about it (actually the penalty for rape is death in Pakistan).
