BEIJING, May 17 (ChinaMil) -- China sent peacekeeping troops to South Sudan as early as May 2006. The first Chinese peacekeeping troops to South Sudan consisted of engineering, medical and transportation detachments, all deployed in Wau.

The transportation detachment completed their mission and returned China at the end of 2011. At present, there are an engineering detachment, a medical detachment and a peacekeeping infantry battalion with a total of 1,055 Chinese peacekeepers in South Sudan. South Sudan is the mission area to which China sends the most peacekeeping troops.

The peacekeeping infantry battalion is stationed in Juba of Sector South of the United Nations Mission in South Sudan (UNMISS). The medical and engineering detachments are deployed in Wau of Sector West of UNMISS.

Among the 1,055 peacekeepers currently dispatched to South Sudan, there are 700 peacekeeping infantry troops, 268 engineers, 63 medical personnel, and 24 staff officers and military liaison officers and military observers. There are also some peacekeeping policemen.

The missions undertaken by the Chinese peacekeeping force in the South Sudan include defense, weapons search, security patrol, armed guard duties, emergency response, refugee protection, war zone epidemic prevention, injury and medical treatment, medical training, road repair, camp construction, airport maintenance and humanitarian relief.

Major General Yang Chaoying, former acting head of the UNMISS force, said that Chinese troops have some outstanding features such as high ideological consciousness, high-quality training, excellent equipment, and strong logistic support. China’s troops have performed well and have been highly recognized and praised by the mission leaders and neighboring troops especially in terms of organizational discipline and resolute implementation of tasks.

In recent years, UN peacekeeping troops have continued to face accusations of sexual exploitation and abuse against local people while performing tasks in mission areas around the world. Major General Yang Chaoying said that Chinese peacekeepers are "irreproachable" in this regard.

"Chinese peacekeepers have gone through rigorous selection and training before carrying out their duties in the mission area. They regard the peacekeeping operations that represent the motherland and the UN as a matter of supreme glory. Moreover, strict discipline is a fine tradition of the Chinese military. Therefore, China’s peacekeeping forces have so far not had one case or serious violation of sexual exploitation or abuse," said Yang.

"The Chinese peacekeepers have also learned a lot in performing peacekeeping missions. Peacekeepers generally feel even more love for their motherland and peace, and cherish their lives more, after performing peacekeeping missions in turbulent security situations and harsh natural and complex humanistic environments. The peacekeeping experience also strengthened their confidence in defending the motherland. At the same time, in the diversified and culturally intertwined mission area, Chinese peacekeepers also broadened their horizons, increased their knowledge, and enhanced their communication skills on the international stage," Yang added.

Yang said that the UN peacekeeping operations are effective means to safeguard world peace, practice multilateralism, and achieve collective security. China's active participation in UN peacekeeping operations is a practical action to fulfill the responsibilities and obligations of major powers and safeguard world peace. It is also a concrete embodiment of the implementation of the major diplomatic policy and defensive national defense policy of China.

Maj. Gen. Yang was appointed acting head of the UNMISS force in November 2016. He felt deeply responsible and clearly realized the many challenges of the mission as a man with 40 years of military service.

Yang said: "The UNMISS has 27 detachments and its personnel are from more than 50 countries. There are great differences in personnel quality, training standards, weapons and equipment, support capabilities, and English proficiency among troops. Most of the officers and soldiers of the UNMISS do not have sufficient English language training, and therefore communication and the transmission of commands require translation, which often causes obstacles in understanding and implementation."

Yang Chaoying said that despite the challenges, the UNMISS is becoming more attentive and effective under the coordination of the UN leaders and commanders of the peacekeeping forces of various countries. All mission personnel, including Chinese peacekeepers, are making joint efforts to strive to fulfill the sacred peacekeeping mission entrusted to them by the UN Security Council, said Yang.

Some UN peacekeepers “abandoned their posts entirely,” failing to “live up to the protection mandate” and care for civilians in South Sudan in July, a rights group says. It adds that peacekeepers refused to help as rebels raped at least five aid workers.
On July 11, up to 100 rebel soldiers attacked the Terrain compound in Juba, where they “proceeded to rape and gang rape at least five international aid workers, physically or sexually assault at least a dozen others, and execute a South Sudanese journalist—apparently because of his Nuer ethnicity,” the report by Washington-based Center for Civilians in Conflict (Civic) said.

Although several departments within UNMISS received information about the attack shortly after it broke out, and a Quick Reaction Force (QRF) was ordered to respond, “no QRF ever tried to leave the UN House gates, however, with at least the Chinese and Ethiopian battalions refusing to go,” the report said.

The group added that although UNMISS secured assistance from South Sudanese authorities to help the QRF navigate the Sudan People’s Liberation Army positions on the road, “the contingents still were unwilling to try to intervene.”

At one civilian protection site in Juba, Chinese peacekeepers “abandoned their posts entirely withdrawing into the core UN House base,”the report revealed.

“With nowhere inside civilian protection site to shelter from gunfire and no protection from the peacekeepers, approximately 5,000 civilians fled over fences and barbed wire into the core UN House base. There, UNMISS forces struggled to manage the situation.

According to seven independent witness accounts, on the morning of July 12, UNMISS fired tear gas on the civilians with little or no warning.”

While the performance of peacekeepers in protecting civilians inside the civilian protection sites varied, “UNMISS’s ability to protect outside was nonexistent,” the report pointed out.

After fighting started on July 8, the UN Mission was “almost wholly confined to its bases—rendering nonexistent its ability to offer protection to anyone outside. In addition, poor contingency planning as well as inadequate dissemination of and practical training on the Mission’s rules of engagement prior to the crisis meant UNMISS was ill prepared to respond to threats against civilians.”

“The UN peacekeeping mission faced a challenging environment during the July violence in Juba, but it underperformed in protecting civilians inside and outside its bases,” Executive Director at Civic Federico Borello noted in a press release.

“To ensure that such problems are not repeated, it is critical that the UN be transparent about what went wrong and hold accountable any individuals or units that failed to live up to the protection mandate,” he added.

Civic said it interviewed some 27 South Sudanese civilian women and 32 South Sudanese civilian men who were directly affected by the violence; 21 civilian and military officials from UNMISS; 22 representatives of the humanitarian community in South Sudan; four people who were at the Terrain compound attacked on July 11; as well as local civil society representatives, government officials, and diplomats in South Sudan.

“The peacekeepers’ response, from preparation through performance as the violence unfolded, was plagued by major problems,” Civic said. The UN also later admitted to peacekeeper “inaction, abandonment of post and refusal to engage”during the attack.

The same UN peacekeepers abandoned their posts & ran away from an enemy attack, leaving civilians behind, and had to be rescued by Indian Army troops.

India's military has shown professionalism and is likely going to work alongside NATO and US forces in the global fight against terrorism.

In fact, it has gotten so bad that the Indian national government has had to issue a directive regrading their "professionalism". And tell me where were they rescued by Indian troops??? The Indian Army (IA) has issued ‘revised directives’ to its field formations deployed along India’s disputed border with China to ensure peace while ‘maintaining the sanctity’ of the 4,057 km long Line of Actual Control (LoAC) between the two nuclear-armed neighbours.

Official sources told Jane’s that the new instructions require IA personnel in the area to exercise “self-restraint and take the necessary steps to avoid all aggression” that could result in escalating the situation on the ground with the People’s Liberation Army (PLA).

IA units, and particularly young officers, have also been told “not to contribute to any unnecessary events along the border”.


Maybe the Indian army was just a tad too professional???

This was not the fault of any individual peacekeeping contingent but rather the commanding officer, who gave conflicting orders and was later terminated by the UN. The article completely ignores the communication oversight and jumps to conclude that the "Chinese and Ethiopian battalions refused to go". At this point, the bullsh*t of Western media is already well known ... there is no need to regurgitate trash on the forum. The fact that numerous Chinese peacekeepers have been killed just to support the UN shows how pathetic these Western authors are ... I encourage them to participate in African peacekeeping efforts if they are so quick to write such nonsense.

But you do realize that the commanding officer was not even Chinese or at all related to the PLA??? The article you posted deliberately excluded the communication failure and the commanding officer's incompetence, which was not in any way related to the Chinese or even Ethiopian troops. If the top brass tells you to stay put or withdraw, you obey the orders ... simple. This was why the commanding officer was later terminated after the UN investigation. To portray the Chinese and Ethiopian soldiers as cowards is extremely pathetic of the author. I challenge these Western authors to spend a month preventing armed hostilities in a sub Saharan country.

Very good description of sp12ers. After occupied and ruled by various invade, they have the tendency to absorb only the worst. That is why that sh*thole is what it is today. These losers can only make a movie with white servants while they behave like those white people in the movie in real life

Its just delusional to believe there must be anything to a story especially without any evidence or investigation as its become almost the norm, just because its published somewhere. Especially the U.S. media has a long history of crying wolf, smoke whatever you may call it with malicious intent of spreading lies.
