Chinese Troops Enter Indian Territory, Differing Reports Emerge

Chinese soldiers are said to have entered five kilometres deep into Indian territory at Demchok sector of Ladakh division in Jammu and Kashmir last week. Differing versions of what exactly happened have emerged in different sections of the media.

WHO IS SAYING WHAT?

According to PTI, which cited officials based in New Delhi, the Chinese soldiers entered into Indian territory after some Tibetans hoisted their flags on the occasion of the Dalai Lama’s birthday.

The officials said personnel of the People's Liberation Army (PLA) came in their SUVs deep inside Indian territory on 6 July and protested against the hoisting of the flags by the Tibetan refugees.

The Tibetans were celebrating the 84th birthday of the Dalai Lama.

Indian Army personnel were present at the spot and did not allow the Chinese soldiers to proceed any further, the officials said.

After a couple of hours, the Chinese troops returned to their side, following an assurance by Indian Army officials that they would look into the action by the refugees.

Meanwhile, a report by Times Now said that “Chinese groups entered 6 kms inside the Indian territory at Demchok in Ladakh” and that a Chinese flag was planted on Indian soil, sharing pictures of the planted flag.

The channel also spoke to the Demchok sarpanch Urgain Chodon and quoted her as saying,“It is a place where people from three places come together to celebrate the birthday of His Holiness the Dalai Lama. We used to put national flags as well as Tibetan flags and Buddhist flags. It never instigated anything. It seems they got instigated by this and came 6-7 kilometres inside our territory and planted their flags.”

News agency ANI cited army sources who said, “Chinese Army didn't infiltrate. Their personnel wearing civilian clothes came in a civilian vehicle and stationed themselves on their side of Line of Actual Control (LAC) in Demchok area. At that moment, the villagers were celebrating the birthday of the Dalai Lama.”

THE SIGNIFICANCE OF DEMCHOK

In July 2018, Chinese security forces had come 500 metres into Demchok and had set up tents, reports from the previous year had pointed out. A stand-off also reportedly took place in the same area in 2014.

The Demchok region is identified as one of the 23 “disputed and sensitive areas” on the LAC.

New Delhi: Chinese soldiers crossed the Line of Actual Control (LAC) in Ladakh division of Jammu and Kashmir last week after some Tibetans hoisted Tibetan flags on the occasion of Dalai Lama's birthday, security officials said on Friday.

The officials in the know said several PLA personnel drove in their SUV's into Koyul village in Demchok sector, located close to the LAC, on July 6 and lodged a protest over hoisting of the Tibetan flags by the refugees settled there. They, however, said since the LAC was not demarcated properly for decades, this has led to differing perceptions of it by India and China.



There was another version of the incident on the LAC with South Block sources saying the Chinese personnel, who were in "civilian clothes", did not cross the LAC but showed banners that read "Ban all activities to split Tibet".

"On July 6, some 11 Chinese in civilian clothes arrived in two vehicles when the Ladakhi villagers were celebrating Dalai Lama's birthday. They then showed them banners and waited there for 30-40 minutes but did not cross the Line of Actual Control," the sources said. The Tibetans were celebrating the 84th birthday of the Dalai Lama.

India and China share a disputed border and the armies of the two countries were engaged in a stand-off for 73 days in 2017 in Doklam.Security officials said that the officers on both sides decided to resolve the matter amicably.

Indian army personnel were also present at the spot and did not allow the Chinese soldiers to proceed any further, the officials said.

The PLA personnel entered 1.5 km into the Indian territory, they said. Earlier, the officials claimed that the Chinese soldiers had entered 5 km.

After a couple of hours, the Chinese troops returned to their side following an assurance by Indian army officials that they would look into the action by the refugees. There have been also reports of Chinese soldiers stopping the shepherds from grazing their sheeps in Demchok sector.

Banners were waved during a local festival on the Indian side along the LAC

There was no transgression by China at Demchok sector recently when banners were waved during a local festival on the Indian side along the Line of Actual Control (LAC),

“Celebrations were going on at our side and to see this, some Chinese also came opposite. There was no intrusion,”

Army chief Gen. Bipin Rawat said on Saturday. Gen. Rawat said, adding there were differing perceptions on the LAC and both sides conducted patrols accordingly.

The current issue was raised with the Chinese during the flag meeting and it had been resolved, he stated. He was speaking to the media on the sidelines of a commemorative seminar on the 20th anniversary of the Kargil conflict, organised by the Centre for Land Warfare Studies.

On July 6, during a local festival on the Indian side about 11-12 people were seen waving banners from the Chinese side, which read “ban all activity to split Tibet.”

To questions whether those people were Chinese civilians or soldiers, Gen. Rawat said, “They were civilians who came in and obviously when civilians come in the Chinese [soldiers] will accompany them. Nobody would want civilians to the border without their activity being monitored. Both sides will continue to monitor the activity of civilians along the LAC and even LoC.”

“We have a very good working relationship with the Chinese,” he added.

Defence sources said that the people were in civil clothes and were there for about 40 minutes. This was across the other bank of the Indus river, along which the LAC runs in the region.

In the Eastern Ladakh sector, there have been incidents in the past where Indian and Chinese troops have been in stand-off positions on the LAC and intervention from the top level only managed to deescalate the situations there.
