Chinese think tank releases its first global nuclear report - People's Daily Online March 11, 2011

For the first time, a Chinese military think tank has released a report on global nuclear, titled the "Global Nuclear Posture Review 2010-2011," on March 10.

The Arms Control and International Security Studies Center under the China Institute of International Studies, a national military research center, produced the review with categories of nuclear polices and strategies, nuclear power, nuclear disarmament, nuclear safety, regional nuclear issues, international organizations and international nuclear issues.

The report stressed rising global concern about the nuclear issue. The international community continues nuclear conversations through key platforms, such as the United Nations, the International Atomic Energy Agency and the Conference on Disarmament in Geneva. A batch of influential non-government organizations is making unremitting efforts to promote the international arms control and nuclear disarmament.

Also, the report found a deepened focus from the global community on protecting nuclear facilities and civil radioactive sources. However, nuclear proliferation and nuclear terrorism are still seriously threats, which means that more heavy responsibilities for nuclear safety are urgently required.

According to the report, the United States has released a series of nuclear polices, including the "Nuclear Posture Review Report," and it has reached a new strategic arms reduction treaty with Russia.

Indeed, those actions have been a step forward for international nuclear arms control and disarmament. However, nuclear countries still insist on modernizing their nuclear arsenals and consider the nuclear deterrent as a significant pillar of their national security polices. The proposition about a nuclear-weapons-free world has been under question.

Report also found no significant progress for nuclear issues under different regional situation.

Uranium enrichment is underway in Iran, and its nuclear power stations are about to run. North Korea has been flaunting its light-water reactors and uranium enrichment capacity, and no hint for six-party talks' return. The review suggests that the leading powers should review their own national policies on regional nuclear issues and take comprehensive measures to figure out the solutions, instead of just being imposing.
