It all depends on what is Han. If it is Han's country, than China exists only after the Han dynasty.

Also, Han isn't a proper ethnicity anyways. It was more like a citizenship, which was endowed on all people who were deemed civilized, and not of the barbarian stock, nomadic, uncouth, uncivil, dastardly.

By the above standards, all minorities can be deemed Han today.

HK should go 100% under CPC control from political system, education, media, immigration, language, currency...everything.

No-first-use nuclear policy, minimal nuclear arsenal, no overseas bases, no military alliances, HK SAR status, Macau SAR status, etc.
