Political Killings in a country at war . Don't Mix two different Issues . Also Mumbai was like Karachi is today in Early nineties .

Let me tell you why i draw that parallel .

1. Mumbai and Karachi both are Financial Hub of respective country .
2. Mumbai had political problems , Mafia( Bhatta system ) problem , Too much influx of immigrants and such . Same as in Karachi .
3. Mumbai police wiped of the mafia , curbed political will and today Mumbai is extremely peaceful .

Give Karachi police some power and a great leadership and problem will be solved soon .
