We routinely flew and STILL fly EM recon missions off China and in international airspace at that. And China cried foul. We never violated Chinese airspace. We stole nothing from China. We just flew and collect EM transmissions. So if we set up a honeypot and Chinese crackers broke through and stole useless data, why is it wrong for US to cry foul? Is it to you that unless real valuables are loss, no one have the right to call himself a victim? So if I tugged at your purse but took nothing, you will not call yourself a victim of harassment? If you locked your door and I rattled it persistently, you will not say I was trying to rob you?
Just as I thought, in sucking up to China, people will defy anything, from the laws of physics to common sense.

What this mean is that if the Pentagon set up a honeypot for Chinese crackers, the DSB would have no clue about it. In fact, the Pentagon have no obligations to inform the DSB of its counter-espionage operations precisely because board members are not accountable to the Pentagon. Board members comes and go at the pleasure of the SecDef, not the Pentagon.A Defense Department spokesman said some findings of the Defense Science Board report were dated because much of its research was completed two years ago, but it had highlighted some security issues that needed attention.
