Erm not really. You forget, there ARE middle and upper middle class people in Bangladesh too. Whose total number would exceed that of many EU countries, with similar incomes. It's a mix. Look at the toll rates for the largest and newest bridge.

People have to understand govt is not a profitable organization.
Infrastructures are meant for development of people.
Economic development of the region will serve additional tax. Toll is negligible to it.
