Indonesia-China Sepakat Insiden di Natuna Dianggap Selesai

JAKARTA, KOMPAS.com — Pemerintah Indonesia menganggap persoalan antara Kementerian Kelautan dan Perikanan RI dengan coast guard China di Perairan Natuna, beberapa waktu lalu, sudah selesai.

"Hal itu sudah dianggap selesai dan dianggap ada kesalahpahaman," ujar Sekretaris Kabinet Pramono Anung di Kompleks Istana Kepresidenan Jakarta, Rabu (13/4/2016).

Pramono tidak menjelaskan detail proses penyelesaian persoalan itu. Ia hanya menyebutkan, Indonesia dan China sama-sama mendukung penyelesaian perseteruan di Natuna dengan jalan damai.

"Beberapa yang menimbulkan adanya ketegangan kawasan, diutamakan di kedepankan bisa dilakukan dengan cara damai sehingga saling menghormati dan tidak melibatkan pihak-pihak di luar kawasan," ujar Pramono.

Ke depan, dia yakin Indonesia dan China dapat saling menghormati wilayah perairan masing-masing.

"Apa yang menjadi posisi Indonesia, baik secara garis batas yang dimiliki dan tradisi yang ada, kita saling menghormati," ujar Pramono.

Ketika disinggung apakah Pemerintah Indonesia tetap membutuhkan jawaban dari Pemerintah China atas nota protes yang dikirimkan, Pramono menjawab, "Sudah saya jawab tadi."

Pemerintah Indonesia sebelumnya sudah melayangkan nota protes kepada Pemerintah China untuk menyikapi kasus itu.

Ada tiga sikap Indonesia yang disampaikan Menteri Luar Negeri Retno LP Marsudi kepada China.

Pertama, Indonesia memprotes pelanggaran yang dilakukan kapal keamanan laut China terhadap hak berdaulat atau yurisdiksi Indonesia di kawasan Zona Ekonomi Eksklusif (ZEE) dan di landas kontinen.

Kedua, Indonesia memprotes pelanggaran terhadap upaya penegakan hukum yang dilakukan aparat Indonesia di wilayah ZEE dan di landas kontinen.

Ketiga, Indonesia memprotes pelanggaran terhadap kedaulatan laut teritorial Indonesia oleh kapal keamanan laut China.

"Sekaligus juga saya tekankan mengenai pentingnya penghormatan terhadap hukum internasional, termasuk UNCLOS 1982," ujar Retno ketika itu.

"Saya sampaikan sekali lagi bahwa Indonesia bukan merupakanclaimant state (negara yang bersengketa) atas konflik yang ada di Laut China Selatan," kata Retno.

Nota protes tersebut disampaikan secara tertulis kepada kuasa usaha sementara Kedubes China di Jakarta karena Dubes China untuk Indonesia, Xie Feng, sedang berada di negara asalnya.

As alluded to whether the Indonesian government still needs an answer from the Government of China over a memorandum of protest submitted, Pramono said, "It is my responsibility today."

The Indonesian government has already cast a protest note to the Chinese government to address the case.

There are three attitudes of Indonesian Foreign Minister Retno LP Marsudi to China.

First, Indonesia protested the violations committed against the Chinese maritime security vessels sovereign rights or jurisdiction in Indonesia in the Exclusive Economic Zone (EEZ) and continental shelf.

Second, Indonesia protested the violation of the law enforcement officers who do Indonesia in the EEZ and on the continental shelf.

Third, Indonesia protested the violation of the sovereignty of Indonesia's territorial sea by marine security vessels China.

"As well as I emphasize the importance of respect for international law, including UNCLOS in 1982," said Retno when it was.

"I have to say once again that Indonesia is not a claimant state (state in dispute) to the conflict in the South China Sea," said Retno.


The protest note was delivered in writing to the temporary charge d'affaires of the Chinese embassy in Jakarta as Chinese Ambassador to Indonesia, Xie Feng, was in his home country.

China has no rush with SCS affaire, time in on our side, it's much fun to play slow otherwise the game will be over prematurely. :D
As I understand it, the Woody Island "contest" has merits separate from larger South China Sea affairs: Woody Island itself is a territory dispute between Vietnam and China/Taiwan.

However, any claims to sovereignty or economic rights over the surrounding seas based on Woody Island ownership that go beyond the bounds of the UNCLOS treaty would be a part of the larger SCS dispute.

Vietnam’s newly elected Prime Minister Nguyen Xuan Phuc has spoken highly of the G7 statement referring to the East Sea and asked the United Kingdom to speak more on the issue.
Phuc made the statement while meeting Philip Hammond, Foreign Secretary of the United Kingdom of Great Britain and Northern Ireland, in Hanoi on Tuesday, according to a statement on the Vietnamese government website.

Foreign ministers of the G7, a group that excludes China, on Monday issued a statement on maritime territorial disputes, saying they opposed "any intimidating coercive or provocative unilateral actions that could alter the status quo and increase tensions”. The statement has been met with anger from China.

“Prime Minister Nguyen Xuan Phuc praises the statement referring to the East Sea issue from G7 foreign ministers meeting in Hiroshima, which serves the common goal of ensuring freedom of navigation and keeping [parties] from implementing actions that may cause tension in the region and go against international law,” the Vietnamese statement said.

Phuc asked the U.K. and E.U. to speak strongly, asking claimants in the East Sea to respect international law, including the 1982 United Nations Convention on the Law of the Sea; use peaceful means to settle disputes; refrain from using force and threatening to use force; stop any activity, especially the construction of artificial islands and militarization in the East Sea, that aims to alter the status quo in the East Sea; fully conform with the Declaration on the Conduct of Parties in the East Sea; and actively take part in negotiations to build a Code of Conduct in the East Sea.

Hammond, while re-affirming the statement on the East Sea issued by G7 foreign ministers, expressed support for ASEAN's efforts to form a Code of Conduct in the East Sea to ensure freedom of navigation in the region. He also said he hoped relevant parties would use peaceful means to settle disputes and conform to international law, according to the Vietnamese government.

At least it's an unsinkable aircraft carrier even without the runway :D but ask yourself it China gonna sit idle and just let you do that? And US can do nothing even they open their doors for you, beside patrolling you can only hopelessly watch China doing the reclamation of the Islands in SCS :rofl:.

Civil vessels of course can travel thru it freely, the warships has to address notices in advance. And keep off 12 nm of islands.

Tourism in Xisha Islands reflects China’s claim over territories: experts

A new Chinese cruise ship has sailed towards the Xisha Islands on Wednesday, reflecting China's claim over its territorial waters, Chinese experts said.

The Beibu Gulf Star, a cruise ship that can carry around 300 people, departed from the port of Sanya, South China's Hainan Province on Wednesday on its first voyage through the Xisha Islands route, replacing its predecessor Coconut Princess, local media outlet Hinews reported.

The cruise service, provided four times a month, allows tourists to visit the Xisha Islands, such as Yinyu and Yagong, and have the opportunity to engage in diving and fishing activities. But they are forbidden from taking away coral reefs, an employee of the China International Travel Agency Hainan Province told the Global Times.

A chance to raise the national flag and sing the national anthem on Yinyu Island is also included in the package, according to the company, with prices ranging from 2,880 yuan ($445) to 19,400 yuan for four days and three nights.

"The trips are limited to Chinese citizens," the employee said, adding that tourists only need to register their ID cards, but refused to comment on foreign applicants.

The first group of 100 tourists was only allowed to sign up after a screening process when the Coconut Princess landed in Xisha Islands on April 28, 2013. Trips made to Xisha Islands topped 2,000 in 2013, the China News Service reported.

Such trips combine sightseeing and patriotic education, as tourism is a way to show the civil jurisdiction of the area, Liu Feng, a Hainan-based South China Sea expert, told the Global Times.

"Promoting tourism in the Xisha Islands reflects our jurisdiction over the waters," Liu said.

Meanwhile, Liu said promoting the Xisha Islands should be based on ecological conservation by strengthening laws, law enforcement and public education.

Xiao Jie, the mayor of Sansha and a national representative, told media during the two sessions in March that the air route to the Xisha Islands is scheduled to be finalized this year.
