中国挖泥船破例出口巴基斯坦，可帮助巴基斯坦造岛！

据媒体报道称在2018年3月15日巴基斯坦海军在卡拉奇PN造船厂为由天津造船厂建造的反铲挖泥船“RAH KUSHA”号举行服役仪式，同时服役的还有两艘用于运输泥沙的开体泥驳。巴基斯坦向中国购买挖泥船也表明了其也将进行填海造陆的活动，而中国能够破例将挖泥船出口到巴基斯坦也证明了中国和巴基斯坦的关系是牢不可破的。
巴基斯坦作为一个中小国家，土地资源是十分紧张的，恰好该国北面临海，离死对头印度距离较远，完全可以在北面的海洋上进行填海造陆作业，用于修建公共基础设施和军事基地。而中国作为巴基斯坦的铁杆盟友，自然而然的应该向巴基斯坦出售中国国内技术成熟的挖泥船了。
中国的挖泥船技术上一直处于国际领先地位。目前中国最先进的绞吸式挖泥船是“天鲸号”，该船由中交天津航道局有限公司投资并联合上海交通大学、德国VOSTA LMG公司进行设计的，招商局重工有限公司负责建造的大型绞吸式挖泥船。该船的装机功率、疏浚能力均位居亚洲第一、世界第三。相比于上一级“天麒号”非自航式挖泥船，具有了独立行动的能力。同时接替“天鲸号”的天鲲号，也在去年年末也下水了，届时“天鲲号”将取代天鲸号成为亚洲最大最先进的绞吸式挖泥船。
2017年5月26日中国商务部发布2017年第28号公告：为维护国家安全，对大型挖泥船实施出口管制，未经许可任何单位和个人不得对外出口。中国这一公告发出后仍然向巴基斯坦正常出售挖泥船，这也反映出了中巴两国之间深厚的友谊和战略互信。中巴之间的友谊是经受过时间和利益的考验的，事实证明两国之间的深厚友谊的确是牢不可破的，所以中国完全可以放心将先进设备向巴方输送而不用过于考虑保密问题。
可以很负责任的说中国大型挖泥船就是一台人工造岛机，从2013年9月至2014年6月间，仅“天鲸”号一艘大型挖泥船就在个南沙岛礁之间，挖走了超过1000万立方米的沙土和海水，大约相当于3个美国胡佛水坝施工消耗的混凝土，虽然出口巴基斯坦的挖泥船没这么强势但满足巴方正常的填海造陆需求肯定是没问题的。
