After WWI, American played still very limited roles in Europe. USA's rules established after WWII. And if USSR didn't make mistakes in Cold War and push China to America, USA wouldn't win the cold war that easily. So, Being hand off to the world is not within the American vocabularies is wrong.

If I recall correctly. This is exercise quite well in Warring States. For example Qin have a nice diplomacy with Qi while attacking Han. So is this Han, Taiwan or is this Han, Vietnam?
