China's 12th Five-Year Plan aims to put defence industry on global stage

China's 12th Five Year Plan starts in 2011 and is expected to see the introduction of deepening industrial reforms aimed at boosting indigenous capabilities and propelling its state-owned defence companies onto the global stage.

Partly in response to the continuing embargo imposed by the West and the military objectives outlined by China's defence White Papers, these reforms have been implemented at various stages over the past few years. Defence officials have indicated, however, that during the 12th Five-Plan for defence - an adjunct to the overall programme - reforms will be implemented with greater intensity as China moves closer to the 2020 date specified in White Papers as the year in which it will "accomplish mechanisation and make major progress in informationisation".

The reforms are focused on the adaptation of modern dual-use technologies for military purposes and accelerating capabilities sourced through indigenous research and development (R&D) programmes. Greater presence in international markets, particularly those in the West, is being targeted to supply China's defence industry with access to both the dual-use technologies it requires and additional revenue streams that can be directed at military R&D.

Another important part of the reforms is enhancing industrial strength through consolidation. Although consolidation activity has been limited in recent years, there are signs emerging that Beijing has reprioritised such a strategy.
