Pak-China collaboration helps Pakistan combat water woes

By Mariam Raheem | Gwadar Pro Apr 15, 2023

ISLAMABAD, Apr.15 (Gwadar Pro)- "Pakistan is among the top ten most vulnerable countries to climate change. One of the consequences of climate change is water scarcity. China-Pakistan water cooperation can help Pakistan cope with climate change and its derived disasters by managing water sources through the application of technical means”, highlighted Dr. Muhammad Ashraf, Chairman of the Pakistan Council of Research in Water Resources (PCRWR).
The UN Children’s Fund (UNICEF) said last month that more than 10 million people, including children, still lack access to safe drinking water after the catastrophic flood in 2022. Flooding, the worst in 30 years, is threatening even the soil and vast groundwater reserves. Pakistan has a chronic water shortage problem, which has been exacerbated by the floods.
Since the floods began, the China-Pakistan Youth Exchange Community has been providing food, temporary shelters, and drinking water stations in the worst-affected areas. In the flood-ravaged Dadu district, where many families have been displaced, the community has constructed 260 tent villages and is constructing a purified water station, which will provide clean water to nearly 10,000 people across eight villages.
Ma Bin, head of the community, said improving water management and infrastructure requires a lot of money, and he called for more assistance from Chinese and international organizations.
Last year, PCRWR signed a strategic cooperation agreement with China Water Resources Beifang Investigation, Design, and Research Co. Ltd. (BIDR) to contribute to Pakistan’s development in water management and smart irrigation. Dr. Ashraf told Gwadar Pro that fruitful exchanges and cooperation had been held in the water sector, and the next step was to demonstrate and disseminate these technologies to a wider range of stakeholders in Pakistan, including universities, farming families, and communities.
The scientific and green water management measures adopted in China in recent years are delivering significant benefits. Chinese enterprises are constantly exploring new modes of efficient water recycling and smart agriculture. Dr. Ashraf said that PCRWR is trying to introduce the concept of agricultural services in Pakistan, make these services more widespread, and gradually realize the transfer of technology from China to Pakistan.
Dr Muhammad Ashraf, commenting on the outcomes of water cooperation under CPEC, stated that these hydropower projects helped regulate water within the Pakistani system, particularly by storing water during periods of high flow and using it in subsequent years and over a long period of time. In the long run, this will aid in the resolution of Pakistan's water scarcity crisis, which is expected to reach critical proportions by 2025.
"China has established sound mechanisms for water resource cooperation with its neighbors, including Pakistan, and Pakistan can learn from the effectiveness of China's water diplomacy in cooperating with neighboring countries to manage cross-border water resources," Dr. Ashraf continued.
Dr. Manzoor H. Soomro, an eminent scientist and academician, lauded the Global Civilization Initiative proposed by Chinese President Xi Jinping, saying that Chinese modernization provided Chinese solutions to human development, including water resource management. He stressed that the maintenance of infrastructure, including roads, dams, and hydropower stations, the training of staff, and the capacity building of local people and engaging youth in this process are more important for successful sustainable development after the projects.

China delivers two Type 054A/P frigates to the Pakistan Navy

May 11, 2023

Pakistan received a significant boost to its naval capabilities as China successfully handed over two Type 054A/P frigates, completing the commissioning of all four warships of this class into the Pakistan Navy. This achievement stands as a testament to the enduring friendship between China and Pakistan and showcases the exceptional level of defense cooperation between the two nations. The deployment of these vessels is anticipated to fortify Pakistan’s maritime defense capabilities while actively contributing to the preservation of regional tranquility and stability.

China delivered two Type 054A/P frigates to Pakistan on Wednesday, indicating that all four warships of this class have been commissioned into the Pakistan Navy.

The program is a mark of the enduring China-Pakistan friendship and the high-level defense cooperation between the two countries. The vessels are expected to serve Pakistan’s seaward defense as well as safeguard regional peace and stability, analysts said.

A joint delivery and commissioning ceremony for the two Type 054A/P frigates was held in the Hudong Zhonghua Shipyard in Shanghai on Wednesday, the Global Times learned from the Pakistan Navy on the day.

The two newly built Type 054A/P frigates, namely the PNS Tippu Sultan and the PNS Shahjahan, were commissioned into the Pakistan Navy, the Pakistan Navy said in a press release.

Chief of the Naval Staff of the Pakistan Navy Admiral M Amjad Khan Niazi, who is on a visit to China, attended the ceremony and boarded the vessels.

This means that the four-ship deal announced in 2018 has been fulfilled.

Before the latest delivery of the two Type 054A/P frigates, Chinese State Councilor and Defense Minister General Li Shangfu met with Niazi in Beijing on Monday, when the two agreed to enhance naval cooperation.

The first ship of this class, the PNS Tughril, was inducted into the Pakistan Navy in December 2021, and the second ship, the PNS Taimur, was inducted in June 2022 Niazi told the Global Times in an exclusive interview earlier this year that the acquisition of the Type 054A/Ps is a symbol of enduring friendship and historical affinity between the two countries.

The Type 054A/P is one of the latest multi-role frigates of Chinese origin, equipped with the state-of-the-art weapons and sensors that include CM-302 surface-to-surface missiles and LY-80 surface-to-air missiles as well as an Advanced Anti-Submarine Warfare suite and Combat Management System, enabling ships of this class to operate under multi-threat scenarios, Niazi said.

The Type 054A/Ps are being integrated into Pakistan Navy operations, and will be a mainstay of the Pakistan Navy Fleet in the coming years, ensuring the seaward defense and protection of Pakistan’s vital sea lines of communication, said the Pakistani naval chief.

As a maritime nation, Pakistan has substantial stakes in keeping its seas safe and secure, including the operationalization of the China-Pakistan Economic Corridor and the global energy highway, experts told the Global Times at the AMAN-23 multinational maritime exercise held in Karachi, Pakistan in February.

Pakistan’s geographical location is very important, and the commissioning of the four Type 054A/Ps can help safeguard international maritime sea lanes, Chinese military expert and TV commentator Song Zhongping told the Global Times on Wednesday.

It also means that the Pakistan Navy’s main combat vessels are now superior to their main competitors in terms of comprehensive combat capabilities, Song said.
