Why haven't Americans extracted it?

Extracting lithium requires a lot of water resources.
Taking into account the water resources situation in Afghanistan, Spodumene can only be transported to other places for reprocessing.

Northwest China and Pakistan also lack water resources.
If Chinese need to extract lithium, Chinese need Kyrgyzstan's water resources. So Afghanistan should link the B&R channel in Tajikistan.
If Afghanistan needs Pakistani ports, it can also link CPEC.

Never had a favourable security environment.

It has nothing to do with security.
We are already operat copper mines in Afghanistan, when the USA occupied Afghanistan.

100% agreed but read my post about Hybrid/Assymetric occupation of Bagram.

- Give Afghanistan AF 12-14 JF17s either new or from the current stock (Pilots support provided ;) )
- Give Afghanistan AF 18 F7pgs from current stock (Pilots support provided ;) )
- Give Afghanistan 8-10 CH4 drones (Pilots support provided ;) )
- Implant SSG & Chinese Special forces within Badri 313 units at Bagram

(Pilots support provided ;) )= Pakistani pilots supported by Chinese engineers/maintenance crew/Weapons

There issue solved :) I have a feeling Taliban would be more than happy to agree to this given the large investment package being proposed...

For China, Afghanistan's minerals are not so important.
There are lot minerals in Afghanistan, but also in other regions, for example, Africa. Although Africa is far away, Afghanistan is also blocked by the Hindu Kush mountains. China is certainly willing to exploit Afghanistan's mineral resources, but it needs to be worth exploiting first.
