The payments were stopped due to UN sanctions. Some sanctions are binding - unless someone unilaterally wanst to disregard them and pay a price. Anyway, last years news, remedied this year. Nothing to see here.

Oh incidentally China is not breaking any UN sanctions like you're trying to imply, in fact it voted for the sanction in the UNSC.

Sanctions do not ban oil purchases, but make it hard on bank transactions.

Why don't the Chinese practice what they preach? Just look at them going hell for leather in the disputed part of Pakistan administered Kashmir! More than 11,000 PLA soldiers working round the clock with their engineers, building infrastructure including roads, dams and railways!

you need to use Ballistic missile to reach our population center like Chengdu, so far you don't have any missile that can hit Beijing or Shanghai.

the bigger problem here is because your missiles are not reliable, it is not suitable for such mission -- they can malfunction and hit new delhi.
