China has Pakistan. The average Chinese will not be doing manual labour much longer. The declining population and increasing standard of living the living will see to that. They'll need to import cheap temporary labour. A friendly country with a ready supply of low cost labour....Pakistan.

The added benefit is that Pakistan becomes even more dependent on China and Chinese industry still stay within the country.
