Because the deal is in indian ocean,not china sea.In china sea china can dictate terms.In indian ocean it can't advance meaningfully without indian co-operation.If india wished to co-operate with usa any chinese advance towards the indian ocean region will be permanently halted.But we are not interested in taking sides..yet.

India can't do jack to stop China in the South Asian Ocean.

China will drill, China will build ports and military bases in the South Asian Ocean.

You know why? Because it belongs to China.

China doesn't need or seek the approval of a vastly backward and inferior country with no independent foreign policy.
