China plans to invest a total of 15 trillion yuan (about $2.2 trillion) in transport during its 13th Five-Year Plan period from 2016 to 2020, according to Transport Minister Li Xiaopeng.

At a press conference on Feb 27, Li said that by 2020 a total of 3.5 trillion yuan (about $509 billion) will be spent on railways, 7.8 trillion yuan (about $1.1 trillion) on highways, 650 billion yuan (about $95 billion) on airports and 500 billion yuan (about $73 billion) on waterways.

According to the China’s modern transportation five-year plan, which was issued by the State Council on Feb 28, improvements for transportation networks concerning high-speed railways, highways, airports, waterways and oil and gas pipelines – are all in the works.

In an ambitious plan, by 2020, China’s high-speed railways will reach 30,000 kilometers (about 19,000 miles) — compared with 19,000 kilometers (12,000 miles) in 2015 — covering over 80 percent of cities with more than one million permanent residents. Railways, highways, and civil airports are expected to cover cities with permanent populations of over 200,000. Highway mileage is expected to reach 150,000 kilometers (93000 miles) and the number of civic airports 260.

China will build 10 horizontal and 10 vertical “comprehensive transport corridors” that interconnect east to west and north to south China respectively.

Meanwhile, the document said most villages should be connected to asphalt or concrete roads. And the maintenance of existing roads in rural areas would be strengthened and improved.

Transportation will be used to help urbanization and balanced development among regions, including the coordinated development among Beijing, Tianjin and Hebei province, and in the economic corridor along Yangtze River.

Transportation will also be connected with poverty alleviation. More roads, railways, and shipping waterways should be built in poor regions, such as ethnic group regions and remote areas.

More urban subway networks should be built, covering cities with permanent residents of over 3 million.

The plan also states that transport hubs will be improved in terms of their passenger and freight services. Postal service, express delivery and logistics should also be developed in efficiency and service quality.

Transportation enterprises are encouraged to go abroad, participating in the construction of overseas transport infrastructure and promoting the export of China-made transport equipment.

Cutting-edge technologies will be developed in various fields, such as high-speed railways, electric locomotives, maglev trains and passenger planes.

Smart transportation is emphasized in the document. Information technologies to be integrated with transportation include cloud computing, big data, internet of things and mobile internet. All these will help upgrade service and management and administrative supervision.

Transportation should be developed in a greener way, said the document. Public transport should enjoy more support in cities. Old high-energy consumption autos and ships should be phased out and environment-friendly transportation should be encouraged, with more public support facilities such as charging stations being built.

New transport businesses are encouraged, according to the circular. Aviation industry should be promoted to connect with tourism, culture, and internet industry. Transportation should also be encouraged to cooperate with internet and logistics, to build an integral and smart logistics industry.

The plan also calls for administrative reform, less red tape, and changes to airspace management. More low-altitude spaces will be opened, as well.

To promote fair competition, market access and price mechanism on civil aviation and railways should be further eased. Public-Private-Partnerships will be also promoted in transportation sector.

In terms of controlled-access expressways, EVERY county should have access to at least one ramp.
Until now, not every province could achieve this goal.
Let's give every province 10 years at most.

If China's poorest province Guizhou could achieve this goal, all provinces can!

Guizhou:Land of The Gorges And Home of The High Bridges

Guizhou is the poorest province in China. Because of the extremely fragmented terrain, this rugged plateau is almost isolated from the outside world until 1990s. An old saying states that in Guizhou there are no three days without rain, no three acres without a mountain and no three coins in any pocket. But now this area become home of the high bridges: more than 5000km expressway linking each county, 3000km HSR reaching every city.

There are hundreds of bridges in Guizhou which are more than 100m high from deck to water, about 50 of them more than 200m. Thirteen more than 300m high, including some 400m+,500m+ high bridges. Outside China, there are totally about 20 bridges more than 200m high, 3 more than 300m high, no bridge to reach 400m high.

This is a massive amount of money spent in short. This isn't about their infrastructure, it's about saving their economy. This is a ucking stimulus package designed to create jobs and spread money.
There's a major issue with their economy and they are not saying it.

Infrastructure is definitely one aspect where India should learn from the Chinese but also to make sure we don't overbuild these and end up having ghost towns and unused infra

For the controlled-access expressways network, what I hate most is the so-called Duantoulu (断头路), i.e. the expressway extended to the province border but the neighboring province refused to complete the rest part of the project. That's the most stupid thing I could think of in terms of road network planning. The central government needs to step-in to ask the province to complete the remaining work!

infrastructure is something NOW or NEVER. Given the rapidly growing land cost, if we don't complete the expressway network, and the HSR network in the next 10years, we will never get the chance to do it again. The land clearance cost will kill any attempt!!

I know, some local governments want free stuff.
Years ago, my province had to build the border section in another province.
They knew we urgently needed a high-speed road to the sea.

Expressways nowadays are becoming increasingly congested especially on inter-province routes.
Just one provincial border away, it takes hours!

Sometimes the border is a deep mountain valley.
If you don't connect two sections, then it means you have to spend hours on the horrible zigzag road!

btw, according to international data, american railways are way more dangerous than indian railways, both are in the same category of african railways.

One example from my city Shanghai, the inner ring elevated roads (内环高架). Inner ring was built in mid-1990s'. It has only two lanes at one direction, a very narrow road, so you can imagine how congested it is.

However, when inner ring was built in 1990s', people in Shanghai all saw it as a crazy and useless project. At that time there were almost NO private cars in Shanghai, so why we need this "empty road over the sky"??

But now, every one in Shanghai is complaining why government did not make it a 4-lane road from the very beginning!!! People are all very clear that, given the expensive land cost in Shanghai, we miss the chance to have a spacious inner ring FOREVER!!

However, when inner ring was built in 1990s', people in Shanghai all saw it as a crazy and useless project. At that time there were almost NO private cars in Shanghai, so why we need this "empty road over the sky"??

Stuck on this INNER RING ELEVATED SNAIL ROAD for many times!
Horrible design in today's context, though i understand it was considered useless decades ago.
This is another example to prove NEVER listen to LAY PEOPLE under the influence of POPULISM.



They must be very regretted to have just built 8 lanes on Suzhou-Nantong expressway.......
From my point of view, all Yangtze River bridge should be at least 6+6 double layers.....

Along with land cost, labor and equipment-material costs tend to increase, as well. So, this is the critical moment for China to complete basic national infrastructure. For slowing-down effect due to disagreements among provincial capitals, China needs to have an imposing, super national infrastructure body. After all, China is not a federal government, it is a unitary government with Beijing as the seat of the nation.

Infrastructure development and high-end manufacturing are mutually supportive. With poor infra and logistics, trade and manufacturing cannot progress because of its slowing down, cost increasing and spending dampening effects. The more China goes aggressively on national infra build up, the higher profit margin for each unit of export will get. With this, China's forex will never decline in an unhealthy way although it will continue to diversify.

2017 started with robust growth in high-end manufacturing and export; that's why China's FX climbed over 3 trillion USD again.

Also expanding infra makes China a more adventurous and fun place to hit the road. Some of my friends in Taiwan have plans to do cross-country trips by their own cars or by train this summer.

I also wish to do that when the right time comes.
