You are right about the facts, but you are excluding the context.

Proper context:
1) U2 plane and Chinese plane collision was a mistake.
2) Chinese pilot death was a mistake because the collision that caused it was a mistake
3) China's military and economic power in 2001 is much lower than what it is now+ China was rational then and didnt want/need escalation with a considerably stronger country from what was a mistake.
4) Spies caught by non adversaries/enemies are often returned. what else do you do? Detaining them longer is an escalation.
