that's the net rate, or the difference between people moving in and out

and the explanation is easy. for the pandemic, china isn't allowing anyone into the country and immigration into china is already made difficult on purpose even before the pandemic, spouses of chinese citizens generally cant even get chinese citizenship, that alone would dramatically lower incoming people while those leaving are still free to apply for visas for other countries.

go look at the data from before china's lock downs and you'll easily see india having way higher negative rates of migration than china.

and you're absolutely insane(or just trolling) if you think more % of the the average afghan citizen would rather stay in their country compared the average Chinese citizen.
