China-Sri Lanka Cooperation: News & Discussions

When did that happen ?? Which UNP govt sidelined the Chinese..Dont post crap just to score some browny points here.. I'm not a UNP supporter but your loyalties need to be for the country not for your political party .. So talk sense

There is no point hiding arguing on this fact. It is overwhelmingly clear to anyone who has studied modern SL history that UNP government has not made any sincere effort to develop relations with China or any socialist country. However it is a irony that Rubber-Rice pact with China was signed under UNP government. But another UNP government scrapped the pact in 1982 and the original UNP under Kotalawale chased away the master mind behind the RR pact Mr. R.G Senanayake in 1956.

A UNP govt had not been in power since 1994!!! That's two decades !! And in the midst of a civil war that finished just 6 years ago, The Chinese really opened up their markets and foreign direct investments from the 90's, So they really started looking for investments post civil war in the island.. Who in the right mind want to invest in a country plagued by terrorism and war ? Where did the UNP govts source weaponry and armaments during the 80's to fight the Tamil terrorists ? India? It was all from China and Pakistan.. Stop clutching at straws

Modern China began investing in Sri Lanka as way back in 2006. That was when SL was under civil war and on it's most brutal phase. So it's not a excuse to say that China didn't invest in SL because of the civil war. What really needed for such mutual understanding was the correct initiative, which UNP leadership lacked because of his vassalage to the West.

The weaponry for SL during SL civil war has acquired from various sources including China and Pakistan. Not all came from China or Pakistan. AFAIK we acuired Kfirs and Doras from Israel, initial batch of T 55 main battle tanks from Czech republic, Pucara fighter bombers from Argentina, SIAI-Marchetti SF 260s from Italy and so on.

Chinese firm hit by Sri Lanka suspended port city project
Xinhua, March 11, 2015

A Chinese company engaged in the 1.4-billion-U.S. dollar port city project in Sri Lanka has obeyed a Sri Lankan government order to suspend work despite the loss of 380,000 U.S. dollars per day, according to a statement of the company on Wednesday.

China Communications Construction Company (CCCC) subsidiary China Harbour Engineering Company is creating the new island off Colombo's harbor, which was started during former President Mahinda Rajapaksa's decade in power.

"As a result of this suspension, CCCC estimates an initial direct loss for the company of over 380,000 U.S. dollars per day. Furthermore, the interest on the financial loan obtained by the company for the development of the project is being paid, regardless of the ongoing suspension," the company said in a statement.

Over 200 meters of the breakwater constructed so far, has been damaged due to the suspension, as the company is unable to take measures to protect the reclaimed land because of the suspension, it added.

The reconstruction of this damaged land area will be an additional cost the company will have to incur if and when the project commences again.

"The project employs approximately 1,000 direct personnel and a further 4,000 indirect employees, of which almost all are Sri Lankans and the sustainability of this workforce is also a concern for the company during this period," the company added.

CCCC reiterated that all stipulated processes required under the project agreement were followed before commencing the project' s construction in 2014.

"Without prejudice to its legal rights, the company assures it will continue to work with the Sri Lankan Government in providing further documentation and information needed to review the Colombo Port City Development Project," it noted.

It's delayed, not canceled.
I think it has something to do with Modiji Prisident visit Sri Lanke. This is just like a card game between Sri Lanka and China and India. And at the end of Mars, Prisident of Sri Lanke may will visit China. Then every thing will clear.
But as now I will say, China has the best cards and also can aford lose. But chinese lose will also be Sri Lankas lose.

. . .
Anyone know why the project must be delayed?

Certain clearances and environmental assessments were by passed by the previous regime.. They need to clear things up before they proceed.. It's been suspended not cancelled

It's not just Chinese projects many others will also be affected.. And it has nothing to do with China vs India, But all to do with massive corruption by the previous Rajapaksa regime have done to grant these projects @Sommer

Sri Lanka approves construction on stalled Chinese port project
March 18, 2015, 4:45 pm

Ahead of President Maithripala Sirisena’s March 26 visit to China, Sri Lanka’s cabinet on Wednesday approved the construction of a breakwater for a Chinese funded port city project which had been suspended by the government earlier this month. China is a key supporter of the island’s economy after its 26-year civil war ended in 2009.

Cabinet Spokesperson and Health Minister Rajitha Senaratne told Chinese state agency Xinhua that the decision was taken, following a request made by Prime Minister Ranil Wickremasinghe, when the cabinet convened for its weekly meeting Wednesday evening.

Colombo Port City is among the several Chinese-funded projects that have come under the scrutiny of the new government, which alleges large-scale corruption by the previous government of Mahinda Rajapaksa, who was ousted in the presidential elections in January.

The project, inaugurated by Chinese President Xi Jinping in September last year, is financed by China’s state-controlled China Communications Construction Co (CCCC).

The entire project had been suspended by the new government which took office in January.

However, Sri Lanka’s Ports, Shipping and Aviation Minister Arjuna Ranatunga said earlier Wednesday that approval had been given to allow part of the project to continue in order to prevent damage from heavy rains and sea erosion.

Following this, the cabinet which met Wednesday evening had gone further by allowing the construction of the breakwater which further reduces any damage to the project. “The request to construct the breakwater had been put forward to the cabinet by Prime Minister Wickremesinghe. Therefore cabinet approval was granted,” the minister said.

He further said that the prime minister had asked for the necessary reports and documents over the Port City to be submitted to the sub committee soon in order to decide the future of the project. “Only once the necessary documents are submitted will the prime minister decide on the future of the project,” the minister said.

Sri Lankan President Sirisena is due to arrive in China on a state visit on March 26 during which he will hold bilateral talks with his Chinese counterpart Xi Jinping.

Sri Lanka has received an estimated $5 billion in Chinese loans.

Sri Lanka gets Chinese investors as president heads for China | Economynext

COLOMBO (EconomyNext) - Several Chinese investor teams are expected in Colombo this week to explore business opportunities as Sri Lankan President Maithripala Sirisena left on a four-day official visit to China.

Four separate Chinese delegations, representing different Chinese provinces, will arrive in Sri Lanka on the 26th, 27th, and the 30th of March and on April 1st, the Ceylon Chamber of Commerce said.

The visits are arranged by its Sri Lanka - China Business Council.

"The Chinese business delegations have expressed their interest to meet local counterparts engaged in travel, automobile, aluminium, heavy industries, furniture, and imports and exports."

The visiting delegations are representing the Shenyang, Shandong, Liaoning and Yunnan provinces of China, which has emerged as one of Sri Lanka's biggest trade partners and provider of loans.

The island's new president, Maithripala Sirisena, was to leave for China Wednesday afternoon on the invitation of President Xi Jinping of China.

The visit comes at a time of some tension in Sino-Lanka ties after Sirisena's new government began probing Chinese infrastructure projects approved by the ousted Rajapaksa regime.

Sirisena will hold bilateral discussions with his counterpart and senior Chinese government officials covering trade and investment and also the proposed Sri Lanka – China Free Trade Agreement.
