Heck, where the Chinese are competitive (or become competitive, due to Chinese govt aid) .. Indians are first to buy cheap subsidized products.

It's all the question of price .... If price suits us, we BUY.

Loans and easy credit lines are even better. Hope they offer the same to India too. (and I hope Pakistan will support in spirit of mutual benefit of our region).

Jan 24, Colombo: The government of China has agreed to allow Sri Lanka to set up a new Consulate General in Guangzhou, the capital of Guangdong Province of Southern China, the External Affairs Ministry said in a statement on Tuesday.

"The Consulate General in Guangzhou will facilitate the expansion of bilateral relations between Sri Lanka and China in areas of economy, trade and tourism while further strengthening people to people contacts between the two countries," the Ministry statement said.

The Sri Lankan government has already appointed a Foreign Service Officer to the position of the Consul General in Guangzhou.

This will be Sri Lanka's third Consulate Office in China. Sri Lanka has established a Consulate General in Shanghai in 2007 and a Consulate in Chengdu in 2009.

Guangzhou, the capital city of Guangdong Province in southern China is one of China's key commercial and manufacturing regions.

An increased number of Sri Lankan companies continue to participate in the China Import and Export Fair held biannually in Guangzhou.

In recent years Sri Lanka-China relations have grown stronger and expanded with increasing high-level contact and political as well as financial support from the Chinese government.

COLOMBO, July 26 (Xinhua) -- China and Sri Lanka's cooperation has grown significantly, the Chinese ambassador has said, noting that greater trade relations and mutual understanding would further enhance bilateral ties.

Chinese investment is in Sri Lanka's need to diversify investment in different sectors, Chinese Ambassador to Sri Lanka Wu Jianghao told Xinhua in an exclusive interview on Wednesday.

Chinese companies in Sri Lanka are predominantly working on massive infrastructure projects in partnership with the Sri Lankan government.

The projects include a 1.2-billion-U.S.dollar coal power plant, a new international port in southern Sri Lanka, an international airport and several highways and railways.

Since the end of the three decade Sri Lankan war in 2009, China has become the country's largest funder with an estimated four billion U.S. dollars given in loans for a slew of development projects.

The ambassador focused on the need to enhance cooperation between the companies of the two countries by working closely as members of business councils and other organizations.

"I really hope that Sri Lankan companies could join hands with their Chinese partners to develop and benefit together during this process of promoting and realizing the development of Sri Lanka," he said, noting that during his two year tenure, business delegations to Sri Lanka have increased in frequency.

A Free Trade Agreement (FTA) between the two countries is expected to be signed by the end of 2014 and Wu believes this will promote trade between the two countries. At present the balance of trade is overwhelmingly in favor of China.

"This is absolutely not what we seek. First of all, China should continue to improve the circumstances to facilitate Sri Lanka's exports to China. We have kept making efforts in this regard and with the installation of FTA in the future. Secondly, the Sri Lankan side also need to make some efforts. Frankly speaking, the variety, quantity and quality of exports from Sri Lanka to China have not reached ideal level yet," said the diplomat.

"There are two solutions. One is that Sri Lankan enterprises make their own efforts, and the other is to expand the scale of production and improve product quality through the cooperation with Chinese enterprises," he added.

Sri Lanka also stands to gain from the proposed Maritime Silk Route policy of the Chinese government. Wu pointed out that Sri Lanka's location puts it in a prime position to act as a hub for South Asia and link to Africa and the Middle East.

"We are confident to say that Sri Lanka will see a lot of development opportunities and will play a very important role during the cultivation and building process of the new Maritime Silk Road."


Inroads to such engagement has already started with a special delegation from the Chinese government visiting Sri Lanka to sound out the local government on the role it can play.

Sri Lanka was the first country to express its support for the Maritime Silk Route policy.

With the State visit of Sri Lankan President Mahinda Rajapaksa to China in May 2013, when bilateral relations between the two countries were upgraded to a "strategic cooperation" partnership, both sides are in a better position to move forward.

Awareness of Sri Lanka has also grown exponentially among Chinese people with more and more tourists arriving, making China one of the fastest growing sources of travelers for the booming industry, Wu said.

"The Chinese government, including our embassy, will continue to render our fullest support. In the long run, the prospects of these relations largely depend on the bilateral cooperation under this framework of trade and investment. We need to abandon the simple concept on bilateral relations, make the cooperation more regional and international, making both sides play their respective advantages as much as possible," said the envoy

Chinese company undertakes largest water supply project in Sri Lanka

China Machinery Engineering Corporation (CMEC) has kicked off a 230-million-US dollar water supply project, which is the largest ever undertaken by the Sri Lankan government, an official said Saturday.

The inaugural pipe laying was done by Economic Development Minister Basil Rajapaksa in the town of Mahara, about 19.6 km from capital Colombo.

The project, once completed, will provide clean drinking water to about 600,000 people in 42 villages scattered around the region.

An estimated 20 million US dollars is also provided by the Sri Lankan government who will work with CMEC to implement the venture.

"We are doing this for the community. It's a very important project and we are grateful for the Chinese government for supporting us in this. This is something that has great social worth," Rajapaksa told the gathering at the inauguration ceremony.

In the next three years, CMEC will build a water treatment plant with a supply capacity of 54,000 cubic meters a day and a new water intake volume of 85,000 cubic meters per day.

CMEC has unanimously agreed to commence the water project earlier than usual, Rajapaksa added, praising the swiftness with which the work was taking place on the ground.

The topographic survey and soil investigation of the water treatment plant was completed in June and site clearing for the plant was also wrapped up in November, leaving CMEC to begin laying over 1,000 km of water pipes.

Rajapaksa also expressed confidence that the efforts of CMEC together with the National Water Supply and Drainage Board will result in the successful completion of the project.

CMEC has been working in Sri Lanka for nearly a decade on a variety of projects. Its largest venture is the Lakvijaya coal power plant that was built with assistance from the Chinese government at a cost of 1.2 billion US dollars.

China,Sri Lanka to invest in Maritime Silk Road initiative

China and Sri Lanka will continue to strengthen investment relations through the 21st Century Maritime Silk Road initiative and allow Chinese companies to do business in the island, officials said here on Tuesday.

The two countries will continue expanding cooperation on significant infrastructure projects, including building a $1.4 billion port city, expanding terminal services at the Colombo port and constructing a $1 billion highway connecting the capital with the once remote northern part of the country.

"These projects have great meaning. The port city project will be an important investment platform that will provide more opportunities and attract foreign investments. The northern highway is considered as the model of cooperation between the companies of two countries," said Finance Ministry Secretary P.B. Jayasundara.

He also said the Free Trade Agreement (FTA), to be signed between the two countries early next year, will help reduce the trade imbalance, which is currently heavily in China's favor.

The infrastructure projects funded by China will facilitate this along with Sri Lanka's involvement in China's Maritime Silk Road initiative as well as tapping into funding from the Asia Infrastructure Investment Bank (AIIB).

"We will enlarge the cooperation between the two countries, promote the negotiations on free trade area. We will take full advantage of the 21st Century Maritime Silk Road, and increase Sri Lanka's investment appeal," he added.

Chinese Ambassador Wu Jianghao said he believes Sri Lanka needs to continue upgrading its infrastructure and enhance cooperation with China in other sectors of the economy.

"We want to utilize the achievements in infrastructure construction to promote our cooperation in other fields, such as in manufacturing, services and finance," he said.

Since Sri Lanka ended a 30-year war in 2009, China has emerged as the island's largest loan provider with $1.2 billion in loans in 2009 and $821 million in 2010.

In 2011 the amount fell to $784.7 million but China remains involved in almost all the existing large scale projects, according to the Finance Ministry.

Some of the biggest projects include a $1.3 billion coal power plant on the northwestern shore as well as a host of other investments in the south of the country that are estimated to exceed $4 billion, including a $1.2 billion harbor.

Relations have also been boosted by frequent state visits between high level officials. Sri Lanka President Mahinda Rajapaksa visited Beijing in 2013 during which ties between the two countries were elevated to a "strategic partnership," laying the groundwork for greater engagement.
